Overview

Company: Hawaiian Electric Companies (HECO) – a leading municipality-owned electric utility serving 1.4 million residents in Hawaii. The Renewable Acquisition Division’s Energy Contract Management Department seeks a Manager who will lead contract negotiation, administration and strategy for agreements with independent power producers, co generators, and qualifying facilities across HECO, MECO, and HELCO.

The role reports to the Renewable Acquisition Director and involves collaboration with Engineering, Planning & Technology, Legal, Power Supply, System Operations, Corporate Planning, Regulatory, and Energy Procurement.

Key Responsibilities
  • Conceive, plan, develop, coordinate, and direct the Company’s energy contract portfolio.
  • Coach and mentor Energy Contract Managers and provide strategic guidance to senior leadership.
  • Evaluate and approve large, complex or critical energy contract negotiations and administrative matters.
  • Develop and implement policies and processes to efficiently manage contracts for electrical energy and ancillary services.
  • Act as expert advisor on contract management issues and negotiate new energy contracts, including renegotiation before expiration.
  • Ensure consistent interpretation, strict compliance, and proper administration of all power purchase agreements, including capacity and energy charges, penalties, and payment methodologies.
  • Lead liaison activities with independent power producers on operational matters and negotiate amendments/ extensions.
  • Oversee development of new initiatives, policy research, and continuous review for policy consistency with Company goals.
  • Provide technical assistance to other divisions, subsidiaries, and consultants; serve on major task forces and standing committees.
  • Create, deliver expert testimony, presentations, and responses to information requests before external agencies such as the Hawaii Public Utilities Commission (PUC) and the State Legislature.
  • Participate in Company emergency response activities as assigned.
Qualifications Knowledge Requirements
  • Graduate‑level knowledge of engineering, business, accounting, and finance principles.
  • In-depth understanding of Hawaii's electric utility industry, regulatory frameworks, HECO tariffs, and interconnection processes.
  • Expertise in independent power plant development, financing, permitting, design, construction, and operations.
  • Strong grasp of renewable energy technologies, utility‑scale integration, and ancillary services markets.
  • Proficiency in economic analysis, avoided‑cost calculations, and regulatory compliance.
  • Knowledge of environmental, state, and federal laws related to renewable energy projects.
  • Familiarity with budgeting and forecasting processes and proficiency with personal computer applications (Word, Excel, PowerPoint, databases).
Skills Requirements
  • Excellent supervisory and leadership skills with strong written, oral, listening, and presentation abilities.
  • Advanced negotiation, influencing, and persuasion techniques, especially in complex technical and financial renewable energy projects.
  • Analytical, organizational, and conceptual skills for handling complex projects and programs.
  • Strong Project Management proficiency and flexible adaptability to rapidly changing priorities.
  • Eligibility for a State of Hawaii driver’s license; compliance with all driving position standards.
Experience Requirements
  • Minimum 5–7 years of experience in power system planning, design, operations, or similar roles, with a strong focus on contract negotiation and evaluation.
  • Preferred 3 years of supervisory experience.
  • Preferred State of Hawaii Professional Engineer Licensing in a relevant discipline.
  • Experience preparing and providing testimony before public agencies or in regulatory proceedings of the PUC is highly desirable.
