Nakupuna Companies is seeking to hire a full-time Asbestos Management Planner to join our DoWEA Team. The candidate will be the primary technical authority for the Asbestos Hazard Emergency Response Act (AHERA) program across Department of War Education Activity (DoWEA) educational campuses. This role is responsible for authoring, revising, and maintaining the centralized Asbestos Management Plans (AMPs) that dictate how asbestos-containing materials (ACM) are safely managed across 45 school campuses (including administrative buildings and warehouses) located on 21 U.S. military installations throughout the Pacific Region, including Japan, Okinawa, South Korea, and Guam.

Duties Include:
The following reflects management's definition of essential functions for this position, but management may assign additional duties and responsibilities at any time. Specific duties include:
- AMP Authorship & Maintenance: Author, revise, and sign comprehensive Asbestos Management Plans (AMPs) for all DoWEA educational and institutional facilities. Ensure all AMPs are updated accurately and that the online "living AMP" portal reflects these updates within five (5) business days of receiving verified laboratory data.
- Inspector Oversight & Hazard Assessment: Direct and support deployed AHERA Asbestos Inspectors. Utilize the hazard assessments provided by field inspectors (who classify material into one of seven EPA categories) to identify the specific response action required for each homogeneous area of assumed and confirmed positive ACM.
- Laboratory Data Management: Review and validate all bulk sampling laboratory results provided by field inspectors, ensuring compliance with Japan Environmental Governing Standards (JEGS). Direct the use of supplemental Transmission Electron Microscopy (TEM) analysis for any newly discovered suspect Non-Friable Organically Bound (NOB) materials that are not suitable for standard Polarized Light Microscopy (PLM) analysis.
- AHERA Reporting: Prepare, review, and finalize the 30-Day AHERA Inspection Reports and the Final AHERA Reports, ensuring complete compliance with EPA regulations (40 CFR Part 763). Ensure the Final AHERA Report & AMP is delivered electronically and in hardcopy within 90 days of the 30-Day Report.
- Regulatory & Program Review: Conduct the mandatory annual asbestos regulatory review. Review Asbestos Free Letters (AFLs) for completeness to support updates or creation of AMPs for newly constructed buildings, additions, and renovations.
- Environmental SME & Inquiry Response: Serve as the primary Subject Matter Expert (SME) for DoWEA environmental inquiries (asbestos, lead, water, mold). Formulate responses, provide initial inquiry responses within 24 hours, and deliver formal technical recommendations within three (3) business days with zero inaccurate regulatory guidelines.
- Meeting Facilitation: Coordinate, host, and facilitate quarterly AHERA meetings with DoWEA stakeholders. Present SME briefings on relevant environmental topics, delivering agendas five days prior and meeting minutes within three days post-meeting.

Qualifications:
The ideal candidate is familiar and has experience with the following technical knowledge, skills, and abilities:
- Deep expertise in federal and host-nation environmental regulations, specifically AHERA methodology, TSCA Title II, and DoD environmental overseas policies (e.g., JEGS).
- Ability to interpret complex laboratory results (PLM and TEM) and translate them into actionable, site-specific management strategies.
- Strong technical writing and project management skills to maintain the DoWEA AHERA Management Portal and ensure zero missing required records in the inspection dataset.
- The Asbestos Management Planner shall hold an active, verified EPA/AHERA Asbestos Management Planner certification
Education & Experience: The successful candidate must possess:
- Education & Certification: An active, verified EPA/AHERA Asbestos Management Planner certification (40 CFR Part 763). Bachelor's Degree in Environmental Science, Industrial Hygiene, or a related field is highly preferred to support the broader Environmental SME duties.
- Experience: A minimum of five (5) years of specialized experience authoring, revising, and signing comprehensive Asbestos Management Plans (AMPs) for educational or institutional facilities.
