Job OverviewCost Manager/Quantity Surveyor – Houston, TX. Salary range: $69,700.00 – $.
Responsibilities- Advise client on strategies, manage prequalification of vendors, assess proposals, bids, bid‑leveling documents, make final recommendations, chair bid interviews, and manage the appointment process.
- Manage estimating services for the full project by developing project estimates, reviewing estimates prepared by junior team members, presenting estimates to the client, providing value engineering recommendations and risk assessments, reviewing and validating cost data from vendors, and utilizing benchmark data.
- Manage cost reporting by establishing a reporting schedule, reviewing and presenting cost reports and forecasts, reviewing project budget and spend forecasts with the client, developing and maintaining a commercial risk register, and hosting periodic meetings with the project team and vendors.
- Manage the cost control process by reviewing payment application assessments prepared by junior team members, liaising with project managers to recommend contractor entitlements, reviewing requests for change orders from vendors, making recommendations to the client, and applying dispute prevention, management and resolution procedures for payment requisitions, change orders and contractual disputes.
- Manage and monitor the invoicing process.
- Benchmark performance against other successful commissions.
- Manage all facets of the final accounting process and post‑contract audits and account close‑outs.
- Conduct post‑contract reviews with the client, establish a lesson‑learned document, and apply lessons to create a training manual.
- Develop procedures governing handover of the project.
- Perform all the duties above using bid analysis sheets, change control forms, cost estimating software and take‑off software.
- Adhere to SOX control responsibilities where applicable.
- Bachelor’s degree in construction management, cost management, quantity surveying, engineering or a related field.
- Minimum 3–5 years of relevant experience in a cost management role within the construction industry.
- RICS accreditation or working towards accreditation is valuable.
- Experience supporting cost management on medium or large‑sized construction projects.
- Construction consultancy experience is strongly preferred.
- Strong knowledge of construction industry technical matters, procurement routes, value management and value engineering.
- Strong communication skills.
