Position Overview
Senior Project Manager (Major Projects). City of Houston is seeking a senior project manager to manage design and construction for major facility projects across various client departments. The role requires managing multiple projects simultaneously, ensuring compliance with GSD standards, codes, and laws.

About the DepartmentIn 2000, the General Services Department (GSD) was established to construct, improve, operate, and maintain the City’s building portfolio. GSD provides design and construction services to over 300 facilities, representing 7.7 million square feet of occupied space.
Purpose of DivisionThe Design & Construction team plans, designs, and constructs buildings, ancillary facilities, and parks consistent with city policies and client goals.
Purpose of PositionThe Senior Project Manager will oversee the design and construction of major facility projects including fire and police stations, libraries, health centers, government buildings, community centers, recycling centers, office buildings, parks, and maintenance facilities.
Key Responsibilities- Plan and develop scope, schedule, and budget for each project.
- Provide clear reporting on progress, status, and projected completion.
- Coordinate procurement, negotiation, and contract award phases.
- Manage all phases of design and multiple construction delivery methods.
- Review design drawings for coordination and constructability.
- Oversee construction phase and participate in progress meetings.
- Maintain project documentation (RFIs, Submittals, Change Orders).
- Coordinate with internal and external stakeholders.
- Approve invoicing and track processing to payment.
- Ensure completed work meets contractual obligations.
- Develop and maintain client relationships.
- Travel to job sites throughout the project life cycle.
- Manage project closeout and archive final record documents.
Position requires stooping, bending, lifting up to 30 pounds, walking on rough surfaces. Exposure to moderate heat, cold, moisture, and light chemicals. Ability to respond to gross motor responses within tolerances.
Minimum Requirements- Education:
Bachelor’s degree in Architecture, Construction Management, Project Management, or related field. - Experience:
Six years in construction, inspection, design, or related field. - Substitution:
Master’s degree may substitute for two years of experience.

PreferencesPreference given to applicants with experience managing commercial projects through professional designs, Architecture, Design/Build, and CMAR delivery methods. Valid driver’s license is a plus.
Desired Skills- Vertical construction knowledge.
- Architecture, landscape architecture, and building systems design.
- Owner’s representative experience in municipal or governmental entity.
- Interpersonal and customer service skills.
- Veteran eligibility preferred per Executive Order 1-6.
