Program Summary

The MISS program is a comprehensive initiative aimed at supporting the U.S. Department of State’s operations in Iraq. It includes base operations and Life Support Services, advisory and consultancy capabilities, and focuses on creating an effective program environment for strategic economic planning, strategy development, feasibility studies, technical reviews, and large‑scale project management. K  will provide facility maintenance, procurement, critical supply functions, food services, base camp operations, renovations, construction, and medical services.

Job Summary

The Electrician, Medium Voltage will be based at the U.S. Embassy in Baghdad, Iraq, serving the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. The position is responsible for operation and maintenance of electric power generation and distribution equipment and reports to the Power Plant Supervisor. The role involves working with CAT C‑175 power generation equipment, CAT Eaton Switchgear systems, and all associated ancillary control systems to maintain a newly constructed 26 MW diesel‑fueled power plant and medium voltage distribution system.

Note: This position is located in Erbil, Iraq and is contingent on award.

Roles and Responsibilities
  • Maintain K ’s Zero Harm Initiative, ensuring a safe workplace and that safety is the highest priority.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.
  • Assist with the operation of a 26 MW power plant, including synchronizing generators, opening and closing 11 kV breakers and tie switches, and routine maintenance of the medium voltage switch gear.
  • Test and maintain digital relays and medium voltage vacuum contacts; operate and maintain electric power generation and distribution equipment, logs, and reports as required.
  • Test and repair medium voltage instrumentation and controls, switchgears, and relays.
  • Maintain power transformers, switchboards, and splice and terminate MV conductors.
  • Use specialized software applications to program MV protective relays and components.
  • Interpret diagrams and manuals to diagnose and analyze simple to intermediate faults.
  • Report any malfunctions or lack of compliance with the Statement of Work (SOW) to the Chief Engineer.
  • Assist in diagnostic issues with switch gear PLC controls and auxiliary control systems.
  • Perform fault analysis, implement ANSI and IEC standards, and troubleshoot Modbus SCADA systems.
  • Perform inspections and prepare written reports.
  • Perform condition assessments for transformers, electrical insulation, switches, and breaker panels to identify problems before they lead to system failure.
  • Assist in developing SOWs, including diagrams and specifications in compliance with OSHA and National Electric Code (NEC) standards.
  • Collect, analyze, and summarize data for report preparation.
  • Perform administrative tasks including ordering material, inventorying, and scheduling work.
  • Manage the custodianship of the work area and the tools, equipment, and spare parts for the medium voltage distribution systems.
  • Take the initiative to analyze a situation and make frequent technical decisions based on specifications, safety, and electrical codes.
  • Evaluate operational effectiveness and develop or maintain effective operational control mechanisms.
  • Perform other duties as assigned.
Basic Qualifications
  • Must be able to pass a U.S. Government background investigation and obtain a Secret Security clearance and maintain it for the duration of employment on this contract. Must be a U.S. Citizen.
  • High School Diploma or equivalent and at least 5 years of MV electrical experience in operations and maintenance services.
  • Valid State Journeyman Electrician License or Journeyman Certificate.
  • Experience working in confined spaces.
  • Experience with Ethyl Propylene Rubber (EPR), cross‑linked polyethylene (XLP), and multi‑conductor cables.
  • Experience with 600 Amp bolted connections; 200‑amp load‑break terminations and heat shrink & cold shrink applications.
