Overview
MISS:
Power Plant Supervisor (Contingency Hire) at the U.S. Embassy in Iraq, Baghdad Diplomatic Support Center (BDSC). Contingent on award. Part of the Operations and Maintenance Support Services (OMSS) contract to support the U.S. Department of State.
The Power Plant Supervisor will oversee and manage Power Generation (Spot & Emergency Power Systems), Central Power Plant, Medium Voltage Distribution Systems, Fuel Storage & Distribution, Water (ROWPU) & Wastewater treatment and associated systems. This position is based in Baghdad, Iraq and is contingent on award.
Roles And Responsibilities- Maintain a safe workplace and comply with all Environmental, Safety, Health and Quality Assurance Requirements.
- Oversee management of the 26 MW power station, critical power systems, and the medium voltage distribution system.
- Manage and oversee operations of Water Treatment Plants and Wastewater Treatment Plants, including pumping, filtering, piping, and control systems.
- Monitor energy efficiency and analyze system performance to provide engineering recommendations for sustainability and resiliency.
- Respond to critical service outages (Power/Water) and restore service safely and promptly.
- Oversee operation, calibration, diagnostics, troubleshooting, and repair of all mechanical and electrical equipment and control systems on site.
- Interpret work orders, specifications, manuals and procedures to schedule work and guide workers.
- Conduct or arrange training in utilities procedures; repair, maintenance techniques; and equipment use.
- Determine work schedules, sequences, and assignments based on priorities and personnel skills.
- Monitor work locations for unsafe conditions and implement corrective actions and process improvements.
- Participate in budget preparation, capital expenditure reviews, purchasing coordination, and expenditure monitoring.
- Liaise with the Bureau of Overseas Buildings Operations on commissioning and integration of engineering projects.
- Perform additional duties and projects as assigned.
- Must be able to pass a U.S. Government background investigation and obtain a Secret Security clearance; U.S. Citizenship required.
- Bachelor’s Degree in Electrical or Mechanical Engineering with at least 10 years of experience operating power generation systems and emergency power systems above 20 MV (MV capacity).
- Certifications relating to power plant and central plant operations.
- Working knowledge of Maximo.
- Experience managing more than one functional area in similar environments.
- Experience developing and managing maintenance programs, service scheduling, and stock control for O&M parts and tools with cost control.
- Experience on comparable overseas USG contracts in austere remote environments (e.g., Polar Services, LOGCAP, AFCAP, or USG FMS).
- Knowledge of Reliable Centered Maintenance (RCM) and nondestructive testing methodologies.
- Knowledge of applicable U.S. Codes (NFPA, NEC, API, EPA) and accepted trade practices; general knowledge of industrial safety and environmental regulations.
- Ability to use data-driven metrics to analyze system performance and to define problems, collect data, and propose solutions.
- Ability to read and apply information from equipment manuals, plant drawings, procedures, and MSDS.
- Ability to exercise sound judgment and work independently; leadership and ability to train staff.
- Valid Driver’s License and valid passport with at least 12 months validity and 6 blank pages.
- Power plant management and maintenance experience on large generators (greater than 2 MV) and/or large diesel engines.
- Knowledge of synchronization controls, protective relays, and transformer maintenance.
- Knowledge of balance of plant and industrial evaporative cooling systems.
- Strategic planning, resource allocation, leadership, and service delivery knowledge.
- Cross-cultural sensitivity and ability to work in fast-paced environments with changing priorities.
- Ability to work independently and manage multiple projects; willingness to work in austere conditions.
- Excellent organizational and time management skills; ability to train local and foreign national employees.
- Ability to plan, arrange, schedule, assign and inspect work of mechanical and electrical plant personnel.
