Overview
Environmental Investigator V – City of Houston
Position located in Houston Water/Regulatory Compliance. Workdays &
Hours:
Mon - Fri, 8:00 am – 5:00 pm (subject to change).
- Plan, supervise and coordinate investigative and compliance work.
- Manage inspection and investigation of wastewater treatment facilities.
- Provide regulatory expertise to the City s Wastewater Operations and the Wastewater Laboratory.
- Coordinate the issuance and renewal of TPDES and Title V permits, including completion of permit applications and review of draft permits.
- Ensure accurate and timely reporting to regulatory agencies and meet all deadlines required under the regulatory permits.
- Track compliance for Title V, New Source Review and Greenhouse Gas to maintain timely submittals.
- Review and interpret laboratory data reports, including biomonitoring reports and identify the causes of any failures.
- Identify and report noncompliance, including monthly discharge monitoring, permit noncompliances and unauthorized discharges in accordance with the City of Houston wastewater discharge permit requirements.
- Determine compliance with various environmental regulatory requirements.
- Develop the skills and competencies of subordinates through training and development activities related to current or future jobs.
- Build a cooperative work team with a safe and productive environment.
- Ability to work independently, managing own schedule to meet program goals.
- Strong technical and communication skills to directly communicate with regulatory agencies and the public.
- Attend conferences and professional meetings.
- Educational Requirements: Bachelor’s degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
- Experience Requirements: Four years of pollution/environmental control experience.
- License Requirements: None.
Preference will be given to applicants with working knowledge of: TPDES permitting rules and regulations;
Discharge compliance reporting;
Investigative experience; TCEQ background knowledge;
Title V Air and New Source Review permitting and compliance reporting; WWTP Storm Water Program and MS4;
Laboratory data management and interpretation; regulatory agency experience.
The position routinely requires lifting of moderately heavy items (up to 40 pounds) and long periods of walking on rough surfaces. Occasional exposure to less-than-optimal temperature and air conditions. May involve dealing with modestly unpleasant situations, including exposure to office chemicals and extensive use of a video display terminal.
Minimum RequirementsEducational: Bachelor’s degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
Experience: Four years of pollution/environmental control experience required.
License: None.
PreferencesVeteran preference may be given to eligible applicants as allowed by law and executive orders.
