Contract Conformance Specialist (CCS)

Position Summary

The Contract Conformance Specialist (CCS) is responsible for ensuring day-to-day contractual compliance across all executed contractual arrangements for assigned capital and maintenance projects. This role manages documentation, communication, and processes related to the contractual relationship between the Company and its Contractors, ensuring that all contractual obligations are clearly understood, executed, and adhered to.

The CCS plays a critical role in identifying, communicating, and resolving contractual matters in a timely and proactive manner. This position requires frequent interaction with third-party contractors as well as internal groups, including Legal, Project Management, Construction Management, Business Development, System Planning, Procurement, Contract Management, Project Controls, and other functional departments.

The CCS reports directly to the Area Construction Manager
, unless otherwise directed by the Project Director or General Manager of Projects, and has an indirect reporting relationship to the Contract Conformance Regional Lead (CCRL).

Duties and Responsibilities

  • Ensure compliance with the Project Execution contracting strategy for assigned projects.
  • Facilitate preparation of contract exhibits (scope, specifications, pricing, special instructions).
  • Assist in drafting technical contract language including scope, pricing, and instructions.
  • Coordinate with Contract Management to incorporate functional requirements and contractor clarifications.
  • Support project management during contract negotiations in bidding and formation phases.
  • Assist project teams in developing project‑specific communication plans; participate in contract conformance training.
  • Review contractor‑submitted documents for contract compliance; issue notices of non‑compliance as required.
  • Maintain logs for contractor correspondence and documentation.
  • Prepare and distribute Company correspondence with appropriate approvals.
  • Manage the change order process, including logs, directives, contractor requests, and approved CO documentation.
  • Prepare agendas, attend meetings, and generate/distribute meeting notes for all contract‑related discussions.
  • Establish contract document control and retention systems per Company procedures.
  • Review contractor invoices for compliance; route for approval and track payment progress.
  • Collaborate with project teams, CCRL, Contract Conformance Manager, and Legal to resolve contractual issues.
  • Request, track, and monitor Service Request Orders (SROs) for outside service providers.
  • Coordinate contract close‑out activities ensuring full compliance with contract requirements.
  • Finalize and archive contract files per Company retention policies.
  • Support internal and external compliance audits.
  • Provide ongoing communication to the CCRL, including weekly updates via the CCS Flash Report.

Basic / Minimum Qualifications

  • Bachelor’s degree in Engineering, Construction, Legal, Technical, or Business discipline and at least 4 years of experience in legal, engineering, construction, contract administration, or contract conformance for construction projects (preferably in the gas pipeline industry).
  • OR
  • Associate’s degree with 7–10 years of relevant experience in the same fields (preferably in the gas pipeline industry).
  • Knowledge of contracting processes and issues related to energy‑industry construction projects.
  • Strong understanding of the purpose, intent, and application of all typical contract documents.
