We have an immediate opportunity for an Environmental Specialist located at a fractionation plant in Mont Belvieu, Texas. The role assists operations in achieving Targa’s environmental compliance goals. Key traits include understanding and applying environmental regulations, problem solving, learning new material, adapting to change, and effective communication and collaboration.
The employee reports to the local Environmental Supervisor and collaborates with the local ES&H and Operations staff to achieve regulatory compliance and operational goals. All ES&H field positions receive support and guidance from Corporate ES&H staff.
JOB RESPONSIBILITIES- Assist management, operations, engineering, and maintenance teams to assure compliance with federal, state, local rules and regulations and corporate policies pertaining to environmental compliance and impacts.
- Manage air compliance related to Title V, New Source Review (NSR), and Permit by Rule (P ) air permits, including routine compliance tracking and the preparation of semi‑annual deviation reports and annual compliance certifications.
- Support compliance with site stormwater and industrial wastewater permits, including the support and oversight of sample collection, third‑party labs used for analysis, the preparation and submission of DMR data, and management of required written plans.
- Ensure compliance in waste management practices on site, including the proper storage of waste, profiling and disposal of waste, maintaining a waste management plan, and required record‑keeping and reporting.
- Manage spill response and remediation activities including oversight of response contractors, sampling activities, proper waste management, and associated reporting to applicable parties, including the NRC, TCEQ, and/or RRC.
- Lead investigations for environmental incidents to evaluate contributing factors and identify corrective actions to prevent similar occurrences. Assist in facilitating resolution of action items from findings of incident investigations, regulatory reviews, and agency inspections.
- Communicate regular updates on ES&H projects and priorities, environmental releases, permit deviations, and enforcement actions to Environmental and Operations management.
- Actively participate in the Management of Change (MOC) process and assist with the review of engineering projects and operational changes to the facility for environmental impacts and permit compliance. Facilitate information gathering and communications to initiate permitting and compliance plan changes when required.
- Act as the point of contact for both regulatory agencies and operations on required reports, payments, inspections, and other applicable regulatory requirements.
- Maintain a working knowledge of existing and proposed regulations that affect the facility.
- Learn and comprehend the operating principles of petroleum terminal operations and natural gas processing facilities.

- Bachelor’s degree in Environmental Science, Environmental Engineering, Biology, Chemistry, or a related field.
- Minimum of 3 years of progressive experience in environmental compliance, sustainability, permitting, or environmental impact assessment.
- Demonstrated ability to lead complex environmental projects, manage budgets, and coordinate with cross‑functional teams.
- Strong written and verbal communication skills for preparing technical reports, regulatory documentation, and stakeholder presentations.
- Ability to analyze environmental data, identify trends, and develop effective mitigation strategies.
- Collaboration skills to interface with ES&H team, operations, engineering personnel, and subcontractors/vendors.
