Position Information
This position involves performing engineering work across one or more functional areas, including planning, project development and design, and project management for both state‑let and local‑let projects. Responsibilities include ensuring compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. The role also encompasses project management for PS&E, cost estimation, and scheduling. Work requires regular interaction with private entities and government officials.
The Transportation Engineer must be proficient in project management processes, including contract and work authorization processing.
The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.

- Perform transportation engineering work in planning, project development, design, construction, transport/traffic operations, and maintenance.
- Ensure compliance with applicable federal and state laws, policies, practices, standards, and guidelines.
- Coordinate phases of preliminary design and revisions in PS&E with districts, divisions, administration, FHWA, contractors, fabricators, Corps of Engineers, and local entities.
- Perform and/or coordinate the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.
- Prepare, evaluate and negotiate contracts with consultants for routine, fracture‑critical and underwater bridge inspections.
- Write/review proposals and estimates for letting.
- Coordinate with others to develop, monitor and update integrated project plans and schedules to ensure projects are executed efficiently.
- Drive/travel to project/work locations to perform on‑site engineering reviews, analyses, tests and to provide technical support.
- Monitor consultants’ progress, work quality, invoices and prepare supplemental agreements.
- Monitor contractor compliance with plans and specifications.
- Perform other job responsibilities as assigned.
Reviewed contracts, specifications, plans, and utility billing documents related to right‑of‑way coordination.
Minimum Qualifications- Bachelor’s Degree in engineering or related science (accepted by TX PELS).
- 4 years engineering, transportation engineering, or related engineering experience (full‑time or equivalent part‑time). Related graduate‑level education may be substituted on a year‑per‑year basis.
- Familiarity with Micro‑station and TxDOT standards.
- Advanced project management expertise, including oversight of multiple complex projects and coordination with internal teams, consultants, and external agencies.
- Strong contract administration skills and ability to manage, review, and approve agreements, amendments, and work authorizations independently.
- Proficiency in reviewing design submittals at completion stages (30 %, 60 %, 95 %, 100 %).
- Knowledge of government programs and operations affecting highway and transportation development.
- Knowledge of engineering principles, design methods, cost estimating, cost controls, contract development, budgeting, and funding programs.
