Project Manager – Heavy Civil / DOT Transportation Projects

As a DOT Project Manager, you will oversee the full lifecycle of complex transportation projects—from preconstruction through closeout—while ensuring strict compliance with DOT standards, specifications, and documentation requirements.

What You’ll Do Project Planning & Controls
  • Review project budgets, estimates, and variances; finalize internal approval packages for DOT‑funded work.
  • Validate cost codes, bid items, and quantities prior to entry into estimating or project‑management systems.
  • Develop baseline schedules aligned with DOT milestones, CPM requirements, and revenue projections.
  • Review DOT schedules of values, pay items, and measurement methods to ensure full scope alignment.
Procurement & Preconstruction
  • Identify long‑lead materials and coordinate early procurement, especially for DOT‑critical items (e.g., structural steel, precast components, traffic‑control systems).
  • Prepare preliminary agreements or letters of intent for key subcontractors and suppliers.
Field Support, Safety & Compliance
  • Review daily and weekly field reports, ensuring documentation meets DOT standards for quantities, materials, and verification.
  • Monitor project safety risks and support field leadership in proactive hazard mitigation, aligning with agency safety requirements.
  • Monitor financial performance, ensuring budgets, forecasts, and DOT pay estimates align.
  • Lead monthly cost and progress reviews to gauge financial health and schedule performance.
  • Review proposed changes, negotiated unit prices, and pending change orders before internal or DOT discussions.
  • Maintain logs of change events, RFIs, pay‑item adjustments, and correspondence.
  • Review short‑interval schedules and monthly updates for consistency with the contractual project schedule.
  • Collaborate with field and engineering teams on RFIs to ensure clarity, compliance, and timely resolution.
  • Review subcontractor payment requests and verify progress against measured quantities and DOT specifications.
  • Prepare and review monthly DOT billing, ensuring accurate quantities, materials documentation, and required certifications.
Project Closeout
  • Lead project closeout activities, punch lists, documentation turnover, material certifications, and final pay items in partnership with field leadership.
What You Bring
  • Bachelor’s degree in construction, engineering, or related discipline.
  • 5+ years of experience in DOT, municipal, or transportation‑sector heavy civil construction (highways, bridges, roadways, utility relocations, or transit).
  • Strong ability to manage multiple priorities in fast‑paced, schedule‑driven environments.
  • Proven judgment in escalating issues and driving timely decision‑making.
  • Strong knowledge of DOT construction contracts, pay items, specifications, and procurement processes.
  • Familiarity with transportation‑sector safety practices and industry safety certifications (preferred).
  • Proficiency in project‑management, scheduling, and productivity software (e.g., P6, HCSS, Procore, Bluebeam).
  • Valid driver’s license and willingness to visit job sites as needed.
  • Ability to work in field environments, including exposure to weather and active transportation jobsite conditions.
