About Harris County Flood Control District

Harris County Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens Bayou.

you will do at Harris County Flood Control District

Harris County Flood Control District is seeking experienced, motivated, and resourceful candidates for the role of Project Manager with the Feasibility Studies Department. The Project Manager will be responsible for managing stormwater planning studies from inception through the evaluation process and preparation of final documentation. Studies typically range in scope and complexity from straightforward assessments to lengthy and complex analyses covering large regions of Harris County.

Functions and Duties
  • Develop scope, schedule, and budget for assignments.
  • Lead feasibility studies, which will be used to identify projects for the District's Capital Improvement Program and also support the Feasibility Studies Department, as well as the greater Planning Division strategies.
  • Facilitate and lead planning meetings with the internal study team and project consultants.
  • Manage efficient and effective execution of assigned projects, ensuring timeliness, cost effectiveness, and quality of deliverables, as well as engaging appropriate Flood Control District staff to ensure coordination during execution.
  • Seek guidance to ensure that tasks are completed within scope, schedule, and budget.
  • Collect, assimilate, and present data and technical recommendations associated with feasibility studies in reports, memos, and public forums.
  • Ensure proper and accurate financial reporting of projects.
  • Participate in the public engagement process by assisting in preparing for and presenting at public meetings.
  • Prepare decision points, briefing memos, and PowerPoint presentations to provide status updates to Planning Leadership and the Executive Management team.
  • Prepare correspondence and support the development of public-facing communication tools (exhibits, summary documents, presentation slides).
  • Perform model reviews for interim and final feasibility study deliverables and other technical reviews.
  • Perform LOMR/ CLOMR and local drainage reviews.
  • Provide technical support across the Planning Division.
  • Perform reconnaissance studies to support decision-making in the Planning Division.
  • Assist in technical training and mentoring of junior staff.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education
  • Bachelor’s degree from an accredited four‑year college or university in Civil Engineering or a similar curriculum. A similar degree will be considered based on relevant career experience.
Experience
  • Eight (8) years of experience in water resources engineering related to open channel hydrologic and hydraulic analysis, watershed studies, drainage impact analyses, and drainage infrastructure design.
  • Requires understanding and experience using ESRI GIS software.
  • Project management experience (preferred).
Licensure
  • Valid Class “C” Texas Driver’s License.
  • Professional Engineer (PE) in the state of Texas or must obtain a license within 6 months of employment (preferred).
  • Floodplain Manager Certification (preferred).
