Position Overview

We are seeking an experienced Project Controls Specialist to support a portfolio of capital projects within the energy infrastructure industry.

This position will focus on cost management, budgeting, forecasting, earned value analysis, and financial reporting across multiple active projects. The successful candidate will work closely with Project Managers, Engineering, Procurement, Construction, and Accounting teams to monitor project performance, identify cost variances, and ensure accurate financial reporting.

The role will support approximately 20–30 concurrent projects, requiring strong organizational skills, attention to detail, and the ability to manage multiple priorities.

Key Responsibilities

  • Manage project cost controls, budgets, forecasts, and financial reporting across multiple capital projects.
  • Develop and maintain Work Breakdown Structures (WBS), control budgets, and cost tracking systems.
  • Monitor actual project costs against approved budgets and identify potential variances.
  • Perform Earned Value Management (EVM) analysis to evaluate project performance and forecast final costs.
  • Prepare cost reports, project dashboards, scorecards, and management-level financial summaries.
  • Review contractor invoices and validate costs against actual construction progress.
  • Support project funding authorization, requisition management, and expenditure tracking.
  • Maintain project trend logs and assist with change management and cost forecasting.
  • Utilize SAP for budget management, cost reporting, and project financial tracking.
  • Collaborate with Project Managers to identify cost risks, resolve discrepancies, and develop corrective actions.
  • Participate in project reviews, risk assessments, and forecasting meetings.
  • Support multiple project teams while ensuring accurate and timely reporting.

Required Qualifications

  • 4–8 years of experience in Project Controls, Cost Controls, or a closely related capital project environment.
  • Strong experience with project cost management, budgeting, forecasting, and variance analysis.
  • Working knowledge of Earned Value Management (EVM), including performance metrics and estimate-at-completion analysis.
  • Experience supporting multiple capital projects simultaneously.
  • Ability to analyze project financial data, identify trends, and communicate findings to project leadership.
  • Strong Microsoft Excel skills and proficiency with Microsoft Office applications.
  • Excellent organizational, analytical, and communication skills.
  • Ability to work independently and collaborate with multiple project stakeholders.
  • Must be located in the Houston, TX area and available to work the required hybrid schedule.

Preferred Qualifications

  • Experience utilizing SAP for project cost controls, WBS management, budgeting, and reporting.
  • Background supporting energy infrastructure, oil and gas, midstream, pipeline, or heavy industrial construction projects.
  • Experience managing cost controls across a large portfolio of concurrent projects.
  • Bachelor's degree in Engineering, Construction Management, Finance, or a related discipline.
  • AACE certifications such as Certified Cost Professional (CCP) or Earned Value Professional (EVP).

Ideal Candidate

The ideal candidate is a hands-on Project Controls professional with a strong background in cost management and forecasting rather than scheduling alone
. This individual should be comfortable managing numerous active projects, analyzing financial performance, identifying potential issues, and proactively communicating with project leadership.

Candidates with experience supporting capital projects in the energy, oil and gas, pipeline, or industrial construction sectors are strongly encouraged to apply.
