We have an exciting opportunity for a highly skilled and motivated Contract Administrator to join our Houston Service Center at our Professional Engineering Procurement Services (PEPS) Division, responsible for overseeing and managing contract policy, ensuring compliance with law and best practices while guiding negotiations and defining requirements in support of the Houston District.

Key Responsibilities
  • Oversee and manage policy for advanced and complex contract duties in support of large scope, high‑dollar or high‑risk contracts.
  • Define requirements, participate and advise on negotiations and ensure compliance with policy, law and acceptable contracting practices.
  • Monitor progress, benchmarks, financial expenditures, allocations and inspect final results.
  • Serve as the point of contact for contracts and related issues.
  • Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for compliance.
  • Coordinate analysis, oversee interpretation of legislation, statutes, federal regulations and coordinate the development of policies and procedures to ensure compliance with Department and governmental regulations.
  • Develop short and long‑term strategies and goals for the administration of assigned contracts.
  • Develop and prepare agreements and time extensions.
  • Make presentations at local, state and federal levels.
  • Conduct training on complex contracting issues of statewide significance.
  • Oversee and provide advanced technical assistance to plan, develop, implement, and monitor effective programs; research and make recommendations concerning contract administration systems.
  • Oversee complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations and expenditures.
  • Oversee contract documents and ensure management understands and authorizes contract terms involving multiple statewide contracting programs.
  • Oversee development and preparation of highly complex contracts, amendments, forms, and related documents.
  • Oversee the administration of complex agreements and contracts.
  • Provide advanced technical and administrative support to review, process, answer questions, provide assistance and handle complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants.
  • Serve as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training.
  • Perform other job responsibilities as assigned.

Qualifications
  • Education:

    Bachelor’s degree in business administration, finance, or related discipline.
  • Experience:

    6 years of contract administration, contract management, contract development, or related experience. Relevant experience may be substituted for education on a year per year basis.
  • Licenses and

    Certifications:

    Valid driver’s license.
