Summary The Clinical Nurse Manager oversees nursing services at ICE facilities, ensuring compliance with laws, policies, and standards. Requires RN licensure, 9+ years of clinical experience, and 3+ years of supervisory experience. Serves as part of the local leadership team and reports to the Regional Nurse Manager.

Professional Duties and Responsibilities

• Understanding theories, concepts, principles, and their relationships underlying nursing practice to improve efficiency and quality of patient care.
• Applying a range and depth of knowledge acquired through intensive learning in nursing science.
• Creating, exploring, evaluating, designing, and sharing solutions to resolve nursing problems and improve outcomes.
• Identifying, analyzing, advising, consulting, and reporting on nursing data and conditions with strong oral/written communication.
• Staying abreast of nursing literature and integrating evidence into practice.
• Assessing and predicting relationships among patient data to guide interventions.
• Collaborating with physicians and other health professionals to develop patient care plans.
• Evaluating implementation of nursing care plans and recommending improvements to leadership.
• Providing clinical advisory tasks related to health outcomes quality measures, case reviews, and policy guidance for inspection audits.
• Serving as consultant for the IHSC Medical Quality Management Unit.

Conditions of Employment

• U.S. citizenship required.
• Background investigation, drug screen, and Selective Service registration (for males born after 12/31/59) required.
• Applicants must be current USPHS Commissioned Corps Officers; CAD candidates are not eligible; civilians are not eligible.
• Commitment to 18‑24 months of service at IHSC.
• Assignment Pay Agreement must not be current and must be resolved within 90 days of application.
• Participation in TH (TDY) On‑Call Schedule (ITOS) required.

Qualifications

• Baccalaureate Degree in Nursing (Master’s preferred).
• RN license (maintenance of licensure required).
• 9 years of clinical nursing experience, 4 years in a specialty area (correctional health care preferred), 4 years of direct patient care.
• 3+ years supervisory experience.
• CPR/BLS certification.
• Obtain CCHP‑RN within 2 years of assignment.
• Complete ICE Supervisory Leadership Training (within 1 year) and Advanced ICE Supervisory Leadership Training (within 2 years).
• Cultural competency training completed.
• Knowledge of the Nurse Practice Act and state licensing regulations.
• Knowledge of correctional nursing concepts and patient management strategies.
• Strong leadership, staff development, and communication skills.
• Ability to travel and work flexible shifts.

Physical Demands

• This position is hazardous duty in a detention setting.
• Requires lifting >30 lbs, assisting incapacitated detainees, and performing CPR/emergency care.
• Prolonged standing, running short distances, and working in austere environments may be required.

Additional Information

The position is located within DHS, ICE, ERO, IHSC, Office of Deputy Assistant Director of Clinical Services. The Clinical Nurse Manager reports directly to the Regional Nurse Manager. The role involves supervising nursing staff, providing technical monitoring of contract personnel, and supporting federal health programs. The Candidate must be committed to improving federal service, uphold U.S. law, and maintain compliance with all regulations.
