About Harris County Housing & Community Development
Harris County Housing & Community Development provides life‑enhancing projects and programs to residents of Harris County. Our services include spurring community investment through the provision of home‑buying programs, partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building.
Project Coordinator Overview
Harris County Housing and Community Development (HCD) manages the Single Family Housing Development Program – Acquisition and Rehab First Initiative (SFARFI) and supports Single Family Acreage Development. These programs provide funds for the acquisition, construction, and resale of single‑family homes in unincorporated Harris County. They also provide subsidy assistance to low‑ and moderate‑income households, closing the gap between the sales price of homes and the lender‑approved loan amount.
Together, these efforts expand safe, decent, and affordable home ownership opportunities while ensuring long‑term affordability for future residents.
The project coordinator will report to the senior project manager for the Single Housing Development Team and provide critical support in managing property acquisition, sales processes, construction project documentation, vendor/contractor coordination, and compliance tracking.
Duties & Responsibilities
Program & Portfolio Support
- Supports the division with assistance to the affordable housing development portfolio, including Single Family Acreage development and construction projects.
- Maintains databases, project and program files; compiles records and prepares reports.
- Participates in outreach and marketing programs in under‑served areas of Harris County.
- Coordinates with home buyers, lenders, and realtors during the home buyer process to maximize efficiency.
- Coordinates with program manager on creating and improving Standard Operating Procedures (SOPs) for acquisitions and sales.
- Coordinates with lenders, title companies, buyers’ agents, and the County Attorney’s Office on contract signing and closing.
- Coordinates with utility providers for service connections/disconnections on program inventory.
- Coordinates Harris County Appraisal District (HCAD) accounts for program properties.
Invoice Processing & Financial Administration
- Receives, reviews, and processes invoices from contractors, engineers, and vendors.
- Downloads invoices from eBuilder or email; routes for sign‑off and logs into PO/Submittal trackers.
- Submits contractor invoices through for DEEO review with required Section 3/DBRA certificates of completion.
- Submits vendor invoices (consultants, landscapers, etc.) to finance, maintaining accurate logs.
- Reviews and processes vendor invoice payment requests for utilities, HOA dues, and other expenses.
- Assists with purchase order (PO) setup and procurement support.
Compliance & Documentation Tracking
- Tracks submittals and documents through , ensuring proper housing of all records by property.
- Maintains compliance files for resale and GLO reporting, including Energy Star certifications, construction/inspection reports, Section 3 and DBRA documentation, certificates of completion and other program compliance requirements.
- Assists with GLO report reviews and budget revisions.
- Reviews RFPs and submits required information to purchasing.
Communication & Coordination
- Provides coverage for requested meetings and supports project correspondence.
- Manages high‑volume email communications with engineers, contractors, finance staff, precinct offices, and other stakeholders.
- Establishes and maintains effective working relationships with county administrators, staff, partner agencies, and the general public.
- Proactively identifies needs, suggests improvements, and takes initiative to support leadership.
