Description
The ROW Agent, under the direction of a Land Manager, ROW Supervisor, Lead Agent, or delegate, performs land and right-of-way tasks associated with inquiries and requests from third parties (landowners, developers, state/federal agencies, etc.) regarding encroachments (intrusions on easement rights) on, over, or across Company pipeline assets and facilities throughout the United States. The agent is fairly experienced in the duties of survey permission, acquisition, and title research.
- Responsible for researching, negotiating, and electing to purchase short- and long-term lease of land agreements and Right of Way for construction that meet the organization's goals.
- Handle third-party inquiries and requests regarding encroachments on, over, or across company pipeline assets and facilities.
- Search for and determine various land ownership interests, including surface ownership of land and owner locations. Identify and provide details for required construction permits and acquire permits as directed.
- Oversee land-related legal issues, including transfers of titles and deeds, construction, mortgage concerns, and zoning.
- Prepare resolutions and legal forms related to land acquisitions, ensuring consistent quality in legal documents and letters.

EssentialTasks And Responsibilities
- Responsible for researching, negotiating, and electing to purchase short- and long-term lease of land agreements and Right of Way for construction that meet the organization's goals.
- Handle third-party inquiries and requests regarding encroachments on, over, or across company pipeline assets and facilities.
- Search for and determine various land ownership interests, including surface ownership of land and owner locations. Identify and provide details for required construction permits and acquire permits as directed.
- Oversee land-related legal issues, including transfers of titles and deeds, construction, mortgage concerns, and zoning.
- Prepare resolutions and legal forms related to land acquisitions, ensuring consistent quality in legal documents and letters.
Prepare daily activity reports and special agent reports relative to complex negotiations for easements, damage settlements, and permit acquisitions.
- Perform internal and external due diligence to ensure accuracy and completeness of land rights or to identify deficiencies requiring remedial action.
- Serve as liaison with landowners, tenants, developers, and state/federal agencies on ownership, easement rights, damage claims, access issues, and encroachment inquiries.
- Review 3rd party development plans, engineering drawings, and relevant Right of Way records (easements, permits, etc.) to determine conflicts or intrusions.
- Work in databases and utilize Google Earth/GIS to perform land and rights-of-way tasks.
- Maintain up-to-date status with designated upper-level Right of Way agents, Land Managers, or project supervisors.
- Perform other duties as assigned.
- Minimum of 2–5 years of experience in the Land and Right of Way profession, or equivalent experience dealing with real estate issues, landowners, engineers, developers, and government agencies.
