The Assistant Commercial Manager (ACM) for Enabling will be accountable to the Commercial Manager for supporting the delivery of GBE-N's enabling and advisory activities, as part of GBE-N's critical enabling and advisory roles with government.

The role will include providing commercial support across GBE-N's enabling activities, helping to establish and maintain appropriate commercial arrangements that support effective delivery. This may include supporting site management activity, the procurement and management of specialist advisory services, and the coordination of inputs from policy, technical, legal and government stakeholders. The ACM will help ensure that enabling activity is supported by appropriate commercial governance, compliant procurement routes, clear audit trails and effective risk management.

The ACM will support the Commercial Manager in the preparation and delivery of procurements, including the development of procurement documentation (e.g. specifications, evaluation criteria, and contracts), ensuring alignment with the Procurement Act 2023 and GBE N governance requirements.

Accountabilities & Responsibilities:

Commercial Enabling

  • Supporting the development of commercial strategies, business cases, and approvals related to enabling and advisory activities, ensuring alignment with DESNZ policy and GBE N objectives.
  • Contributing to the procurement and management of advisory services ensuring compliance with the Procurement Act 2023, government approvals processes, and internal GBE N governance requirements.
  • Responsible for system level commercial ownership of relevant procurements, including maintaining the pipeline and contract register and ensuring adherence to associated policies and processes.
  • Maintain a working understanding of the types of contract relevant to the function for example Call-off Order Forms, Masters Services Agreements, NEC4 suite of contracts, Memorandums of Understanding etc.
  • Assist with contract creation, negotiation, and administration, ensuring adherence to company policies and regulatory requirements, including within the nuclear industry.
  • Maintain risk registers and support risk management strategies including supply chain and modern slavery risk management
Stakeholder Management and Communications
  • The Assistant Commercial Manager will work collaboratively with commercial colleagues, project teams, procurement, operations, finance, legal and other functional stakeholders to support effective communication, coordination and delivery.
  • Support the development of stakeholder management and communications plans to ensure key stakeholders are informed, engaged and clear on enabling activity.
  • Expected to communicate clearly and professionally, providing updates, preparing briefing materials and supporting presentations to internal stakeholders.
  • Work with stakeholders to provide guidance, gather information, resolve issues and support the delivery of controlled and compliant commercial activity
Knowledge, Skills and Experience required:
  • Strong commercial acumen, ability to grasp complex issues and can challenge senior stakeholders.
  • Knowledge and experience of public sector procurement, including expert working knowledge of the Public Contracts Regulations 2015 (PCR
    15) and Procurement Act 2023 (PA23).
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with team members, communicate clearly with suppliers, and maintain professional relationships.
