We are looking for a motivated and analytical Development Support Officer to support the development and implementation of new recycling and waste services across Hull. Working with the Policy & Partnership Manager and Recycling Team Leader, you will help shape future services through research, data analysis, project delivery, stakeholder engagement, and practical fieldwork.
What you'll do:  
• Support the development of recycling and waste strategies and projects  
• Research best practice, legislation, and emerging environmental policies  
• Analyse data and provide evidence-based recommendations  
• Coordinate contractors and support the rollout of new recycling schemes  
• Undertake participation monitoring and waste composition surveys  
• Engage with residents, stakeholders, and partner organisations  
• Assist with consultations, reports, and service improvement initiatives.

What we're looking for:

• Degree-level qualification or equivalent experience  
• Project management experience or qualification  
• Strong analytical, research, and problem-solving skills  
• Excellent communication and stakeholder engagement abilities  
• Proficiency in Microsoft Office  
• Full UK driving licence

ROLE AND PURPOSE    Support the development and design of new waste management services through research, evidence gathering and modelling of recommendations to strengthen the resilience of the service to deal with waste in accordance with the requirements of the Environment Act 2021.
Responsibility for the practical implementation of new recycling schemes prior to becoming operational and co-ordination and management of third party contractors linked to container delivery, participation monitoring and ancillary services under the direction of the Strategic Development Manager.
Support the development and implementation of longer-term waste strategy with East Riding of Yorkshire Council and other contractual partners including new waste contracts and infrastructure.

- ** To support the Council’s Strategic Development Manager to comply with the Council’s statutory duties as a waste collection authority and waste disposal authority and to ensure compliance with the Environmental Protection Act 1990, Environment Act 2021 and other associated legislation.  
2. Undertake desktop research on recycling and waste collection practices and strategies.  
3. Carry out primary data collection in the field which will include the organisation and undertaking of participation monitoring and practical waste compositional work.  This will include sorting mixed waste into defined categories and weighing materials with a high level of accuracy to define the composition…
