Proposal Manager

• Develop and manage high‑quality bids and proposals for competitive and sole‑source new and follow‑on opportunities.
• Read and interpret requests for proposals (RFP) from diverse sources.
• Apply analytical costing and data‑driven cost estimates, including parametric model development, data collection, normalization, risk analysis, and tests of reasonableness.
• Collect and organize information from technical experts and documentation to produce compliant proposals.
• Understand FAR, TINA, and Government Cost Accounting Systems.
• Collaborate with finance and program management on budget establishment at contract award.
• Peer‑review team members on proposal analysis, TINA requirements, and estimate validity.
• Communicate technical and financial requirements through oral, written, and correspondence documents.
• Perform other duties as assigned.

• Bachelor’s Degree in a financial or technical discipline.
• 5+ years of related industry experience in a DoD contractor environment.
• Strong organization, multi‑project management, and deadline adherence.
• Familiarity with cost estimating principles and FAR Part 15 Cost.
• Expertise with Microsoft Office applications (Word, Excel, PowerPoint).
• Independent, problem‑solving, and team‑player abilities.

• Proficient with Microsoft Office applications (Word, Excel, PowerPoint).
• Working knowledge of analogous and parametric estimating techniques, complexity factors, and cost estimating relationships (CERs).
