Summary

Flatter, Inc. is looking for highly talented Instructional Systems Designers to support the mission of all FBI training units in providing training and professional development to the FBI workforce and our national security and law enforcement partners. Training Divisions specifically provides direction and support to FBI Headquarters (HQ) and field divisions in the planning and execution of career development training to include curriculum, funding, instruction, evaluation, tracking, reporting, and implementation for the FBI workforce and partnering agencies.

Responsibilities
  • Provide curriculum development support services in line with the FBI Technical Manual and Standard Operating Procedures while implementing the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model of Instructional System Design (ISD) which provides dynamic, flexible guidelines for building effective training.
  • Follow a systematic instructional systems design (ISD) process as detailed in the FBI’s Technical Manual for Training Development.
  • Follow the ADDIE model; instructional systems specialists and developers may be tasked with designing a course or curriculum.
  • Analyze training needs, conduct job task analyses, and create meaningful learning objectives, map learning objectives to job tasks, select delivery systems, develop effective learning strategies, and conduct level 1, 2 and 3 evaluations.
  • Assist and ensure alignment between identified job tasks, learning objectives, and assessment items. Instructional systems specialists may also participate in the curriculum/test validation process. Requires 10+ years of experience as an Instructional Systems Specialist.

Implementation of the ADDIE Model for Curriculum Development

  • ANALYSIS
    . The analysis phase is the foundation for all other phases of instructional design. During this phase, instructional systems specialists define and develop a clear understanding of the training to be developed and the people to be trained.
  • DESIGN
    . The design phase involves using the outputs from the analysis phase to plan a strategy for developing the training. The design phase usually includes a description of the training course or program, target audience, program duration, learning objectives, instructional strategies, delivery medium, evaluation strategy, etc.
  • DEVELOPMENT
    . The development phase builds on both the analysis and design phases. During this phase, the instructional designer generates instructional materials for both students and instructors, validates training and finalizes all material. Training may be developed for various delivery methods to include instructor‑led, web‑based and online delivery (synchronous and asynchronous).
  • IMPLEMENTATION
    . The implementation phase refers to the actual delivery of the instruction for traditional classroom instruction or the launch of the course on the FBI's VA for web-based training. The purpose of this phase is the effective and efficient delivery of instruction.
  • EVALUATION
    . The evaluation phase measures the effectiveness and efficiency of instruction. Evaluation occurs throughout the entire instructional design process within phases, between phases, and after implementation. Evaluation is both formative and summative.
Security Clearance

Current Top Secret with the ability to obtain SCI. Polygraph may also be needed.

Core hours: 8:30 am – 4:00 pm

Travel

As needed to support the mission.
