The Revenue Compliance Officer I position performs professional and technical collection work in the enforcement of the tax laws of Madison County. Work involves contact with taxpayers and their representatives for the purpose of resolving unpaid tax liabilities. Work involves performing collection work characterized by less complex procedures and problems. (All duties listed may not be included in any one position nor does the list include all tasks found in a position of this class.)
- Works with the Chief Revenue Compliance Officer and / or the Deputy Sales Tax Director / Sales Tax Director in the administration of the collection’s activities of the Sales Tax Department.
- Issues billing request notices and releases from tax liability obligations as required insuring compliance with tax laws and regulations.
- Provide periodic reports on collection related activities.
- Collection work may be performed in the field and/or in the office.
- Testify as a witness during court trials as required.
- Works directly with the Chief Revenue Compliance Officer and / or the Deputy Sales Tax Director / Sales Tax Director on taxpayer appeals received into the Department and to defend their findings in a legal setting.
- Consults with taxpayers by answering inquiries and researching and interpreting various statutes, case law, rules and regulations. Corresponds with department personnel and taxpayers to interpret and clarify the taxability of an item.
- Works closely with the Chief Revenue Compliance Officer and / or the Deputy Sales Tax Director / Sales Tax Director to ensure that the objectives of the department are carried out in an efficient and timely manner.
- Any combination of education and experience equivalent to graduation from a standard high school and four years' experience in accounting, collections, or working in an office environment.
- An Associates Degree from an accredited Institution of Higher Learning and two years' experience in accounting, collections, or working in an office environment.
- Two years of experience as a Revenue Compliance Specialist II.
- Employee must possess knowledge of the types of taxes and revenues administered by the Department.
- Ability to use independent judgment and to manage and impart confidential information as required.
- Excellent computer skills required, to include applicable programs including Microsoft Office as well as accounting software programs.
- Ability to maintain effective working relationships and communicate orally with Elected Officials, the Sales Tax Department Deputy Director and Director, County employees and the public.
- Ability to be an effective communicator whether that be verbally or in writing.
- Ability to manage and prioritize projects and activities.
- Ability to understand and interpret applicable court cases, administrative Rules and Alabama Law as it pertains to the administration and enforcement of the applicable revenues administered by the Department.
- Monday – Friday.
- Be able to work nights and weekends on an as needed basis.
- Be able to travel out of county on an as needed basis.
- Must have a valid Alabama driver’s license and a good driving record.
- Must pass a drug and alcohol test.
