Position Summary

The Vice President of Land Development is responsible for leading all post-acquisition activities required to transform raw land into fully entitled infrastructure-ready projects prepared for lot sales or strategic partnerships. This role owns the entitlement, zoning, and permitting process, oversees the design and construction of horizontal infrastructure, and directs internal teams and external consultants to deliver projects on time, within budget, and aligned with the organization’s financial objectives.

The VP serves as the strategic and operational driver of land development, carrying P&L accountability and ensuring that each project is market-ready for residential, commercial, industrial, recreational, and mixed-use opportunities.

Must be based in the Dallas/Fort Worth, Texas Metroplex or local to Donnelly, Idaho or surrounding cities.

Key Roles / Responsibilities Entitlement & Planning
  • Lead entitlement, zoning, permitting, and regulatory approval processes.
  • Coordinate with city, county, and state agencies to secure approvals for master plans and site plans.
  • Manage land planners, engineers, and environmental consultants to optimize site layouts and community design.
Infrastructure Development
  • Oversee civil engineering, design, and construction of horizontal infrastructure (roads, utilities, drainage, grading, etc.).
  • Direct contractors and construction managers to ensure quality, safety, and efficiency in site work.
  • Ensure compliance with regulatory standards and environmental requirements.
Financial & Strategic Leadership
  • Own P&L for the Land Development division, managing budgets, forecasts, and financial performance.
  • Develop schedules, pro formas, and cost tracking systems to ensure profitability.
  • Collaborate with executive leadership to align land development strategies with company objectives.
Team & Consultant Management
  • Build, mentor, and lead a team of planners, engineers, and construction managers.
  • Orchestrate external consultants, contractors, and third-party partners to meet project goals.
  • Foster accountability and high performance through clear KPIs and operational discipline.
Project Delivery
  • Carry projects from raw land purchase through entitlement, permitting, and site infrastructure delivery.
  • Prepare lots and sites for sale, lease, or strategic partnership.
  • Ensure projects are completed on schedule and within budget while meeting financial return targets.
Required Education, Experience, and Qualifications
  • 10+ years of experience in land development, community development, or civil infrastructure.
  • Proven track record delivering large-scale or master-planned community projects.
  • Strong knowledge of entitlement, zoning, permitting, and regulatory processes.
  • Expertise in civil engineering, site work, utilities, and infrastructure construction.
  • Experience managing P&L, budgets, and financial performance of projects.
  • Demonstrated ability to lead cross-functional teams and manage external consultants/contractors.
  • A degree in Civil Engineering, Construction Management, Urban Planning, or related field.
Working Conditions
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Positions self to install equipment, including under desks.
  • Moves throughout the building to access files.
  • Must be able to comprehend and follow written and oral instructions.
