• Bachelor's degree in Civil Engineering
• 10 years of professional experience
• Professional Engineer (PE) license
• Post-Tol Educational (PTOE) qualification
• Proficiency in Micro Station, Open Roads, and Microsoft Office
• Proficiency in VISSIM, Synchro, HCS, or similar traffic simulation tools
• Knowledge of state DOT procedures and policies
• Experience with roadway and highway design
• Traffic analysis expertise
• Excellent written and verbal communication skills
