Position: TRAFFIC MANAGEMENT SPECIALIST (TITLE 32) with Security Clearance
Location: Scott Air Force Base
Duties As a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-7/9, you will serve as a traffic management specialist performing technical and analytical work concerned with planning, development and execution of traffic policies and programs. Major Duties - This is NOT an all-inclusive list:
* Evaluate day-to-day operations to ensure the safe, efficient and economical use of cargo operations and/or carrier services.
* Resolve conventional problems associated with the movement of cargo, to include complex movements.
* Develop a real transit time base for use in planning shipments.
* Independently work on specified segments of large projects or well-defined projects of lesser scope involving explosives, other hazardous materials and items requiring special handling, such as classified, mail, medical, etc., that require the application of standardized traffic management methods and procedures.
* Interpret or adapt available guidelines according to project or assigned requirements and ensures consistency with transportation program policies and objectives.
* Conduct transportation studies by analyzing data items.
* Develop instructions and draft directives for noncontroversial issues.
* Ensure shipments are moved safely and efficiently.
* Resolve conventional problems associated with the movement of cargo. Requirements Conditions of employment
* This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
* Selectee will be required to wear the military uniform.
* Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
* Males born after 31 December 1959 must be registered for Selective Service.
* Federal employment suitability as determined by a background investigation.
* May be required to successfully complete a trial period.
* This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
* IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.

* Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
* Participation in direct deposit is mandatory.

* PCS expenses may be authorized. Qualifications AREA OF CONSIDERATION:
The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
* The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
* The SECOND area of consideration will be all current Federal Employees.
* The THIRD area of consideration will be all Federal re-employment eligible.
* The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
* The FIFTH area of consideration will U.S. Citizens. ]Military Grades:
Enlisted - Minimum Rank is E7 - Maximum Rank is E8 GENERAL EXPERIENCE : MUST possess experience that has provided a general knowledge and understanding of traffic or transportation programs and operations. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE : GS-9 Level MUST possess at least 1 year specialized experience equivalent to at least the next lower grade of GS-7;

experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs; experience participating in the direction and coordination of traffic management functions; experience interpreting and providing routine advice on carrier tariffs and related routing guides; interpreting regulations/requirements and developing local policies to implement changes effectively: experience applying applicable Federal, State, and local laws and regulations…
