Position: TRANSPORTATION SPECIALIST (AERIAL PORT) with Security Clearance
Location: Scott Air Force Base

Duties Summary Continued:
Develops, evaluates, and directs overall aerial port air transportation management policies and programs applicable during contingency operations for multiple Air Mobility Command (AMC) locations throughout the US Transportation Command (USTRANSCOM) area of responsibility (AOR). Performs technical work in determining aerial port requirements to support major theater war plans and smaller scale contingencies. Performs as Air Force Air Transportation (2T2) Global Force Manager and C-MAJCOM AFFOR staff.

Manager (FAM) duties as defined in AFI 10-401.
* Develops, evaluates, and refines methodology for sizing aerial port capabilities (personnel, vehicles, and equipment) for Operational Plans (OPLANs).
* Performs as the Air Force Air Transportation (2T2) Global Force Manager (GFM). Validates deployment requirements from the Joint Staff (JS) and Geographical Combatant Commanders (GCC). Requirements Conditions of employment

* Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
* The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, etc.
* The employee is required to obtain and maintain an appropriate security clearance as a condition of employment. Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
* This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, . SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems, in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles;

and the maintenance of inventories and cost computations. Examples of specialized experience include:
Comprehensive knowledge of aerial port transportation policies, principles and methodology including mobility operations to evaluate concepts of operation for air transportation in the deployment of US forces over the USTRANSCOM lines of communication such as established channel routes, CONUS and theater APOE/Ds, and Arrival/Departure Airfield Control Group (MDACGs);
Technical aerial port and air transportation expertise and experience to deal with broad and complex mobility/deployment issues encountered in the planning and execution of mobility operations for troops, supplies, and equipment at various transportation nodes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* In-depth knowledge of the air transportation mission, roles, functions, organizational structures, and operations for organizations that govern, interface with, and/or influence the agency transportation/logistics management process. Prior experience with management planning and logistics issues associated with substantive aerial port operations is highly desirable.
* Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, mobility operations; and related administrative programs such as PPBS, acquisition, and workforce development and training.
* Ability to plan and conduct comprehensive studies; and prepare solutions to especially broad, important, and severe military operational and contingency…
