Management Head, Project & Program Management

Position: AC:142:Head - MEAL

Key Responsibilities

1. Program Design & Assessment

• Lead a team of MEAL experts in the assessment of existing programs, identifying evidence, insights and opportunities for improvement.

• Translate assessment findings and organisational learning into the redesign of existing programs and design of new programs and interventions.

• Use MEAL insights to strengthen the outcome orientation, technical quality and measurability of proposals and program outcomes.

• Work closely with Program and Fundraising teams to ensure that program design is supported by clear outcomes, indicators, baselines and measurement approaches.

• Strengthen a culture where data, evidence and learning inform program and organisational decision-making.

2. Monitoring & Program Quality

• Develop and institutionalise organisation-wide tools, frameworks and processes for program monitoring and quality assurance.

• Enable baseline studies and establish appropriate outcome targets and indicators across programs.

• Build and institutionalise a Program Quality Assessment Framework with clear and measurable metrics.

• Regularly assess program performance against agreed outcomes and identify areas requiring management attention or corrective action.

• Ensure learning from monitoring is systematically fed back into program planning and execution.

3. MEAL Capability & Team Leadership

• Lead and develop a team of MEAL, Design and Monitoring Specialists/Managers aligned to the thematic and program priorities.

• Build the organisational capability, resources and processes required for effective MEAL, Program Design and Program Quality Assurance.

• Strengthen the capability of program leaders and teams in planning, execution, monitoring, analysis and reporting.

• Build technical depth and a strong second line within the function.

• Enable program teams to increasingly use data and evidence as part of their regular management and review processes.

4. Reporting & Donor Alignment

• Be accountable for the integrity and timely consolidation of monthly, quarterly and annual reporting of Reach, Beneficiary, Service Delivery and Donor Commitment numbers.

• Establish appropriate review and validation mechanisms to ensure the quality and reliability of reported program data.

• Ensure consistency between proposal commitments, agreed outcomes and actual program delivery.

• Work closely with Program and Fundraising teams to ensure donor reports accurately reflect progress, outcomes and commitments.

• Strengthen outcome orientation and evidence within donor proposals and reporting.

5. Systems, Data & Digitalisation

• Drive the digitalisation of the MEAL systems, including data architecture, dashboards, monitoring and reporting tools.

• Strengthen the quality, accessibility and usability of program data for management decision-making.

• Ensure effective integration of MEAL requirements with MIS and other program data systems.

• Develop dashboards and management information that provide leadership with clear visibility of program performance, outcomes and emerging risks.

• Promote appropriate use of technology and analytics to improve the efficiency and quality of monitoring and reporting.
