OverviewThe purpose and mission of the Office of Financial Management is to be responsive to the priorities and needs of the citizens of Indianapolis and Marion County, to ensure financial stability and operational health. Through strategic and accurate budgeting, timely financial reporting, best‑in‑class procurement, and promoting a culture of professional development and transformative leadership, the agency cultivates a productive, collaborative, and compliant work environment.
Responsibilities- Serve as a liaison between the central finance office and agency leadership on financial matters such as budget development, capital planning, funding options, and feasibility studies.
- Collaborate with internal and external stakeholders, respond to inquiries, provide specialized information, and assist finance staff in resolving budgetary issues.
- Perform intermediate financial analysis with recommendations to the Budget Manager for presentation to the Controller.
- Assist in preparing the annual budget for assigned agency and departments, collaborating with management to plan business and capital needs, forecast expenditures, and conduct feasibility studies.
- Manage and oversee the budget for assigned agency or department.
- Monitor financial transactions, maintain financial systems, reconcile discrepancies, and prepare decision packages.
- Manage and oversee contracts, reviewing contractor requirements, terms, and rates for compliance with fiscal rules.
- Approve and allocate funds with budget accounts to pay for contractor goods and services.
- Assist the budget manager on reporting requirements pursuant to state code and local government finance regulations.
- Track and forecast tax distributions, analyze legislative proposals, and manage fund proformas for major City/County funds.
- Provide financial strategy advice to client agencies.
- Serve as a resource to new team members and provide training on basic budget analyst responsibilities.
- Analyze agency personnel spending trends and budgetary impacts of personnel changes.
- Develop working knowledge of the City/County budget process, accounting system, and chart of accounts.
- Understand state fiscal policy and administrative changes affecting local government finance.
- Maintain confidentiality at all times.
Job Requirements
- Bachelor’s degree in public policy, finance, business, economics, or related field, or four years’ experience in government budgeting.
- Proficiency in financial analysis tools (Excel) and familiarity with financial systems.
- Four years’ experience in financial management with budgeting experience, or two years’ experience as a budget analyst.
Job Requirements
- Master’s degree in public policy, finance, business, economics, or related field.
- Five or more years’ experience as a finance professional.
- Prior professional experience in government employment, especially local government.
- Familiarity with database tools such as People Soft Finance or other ERP accounting systems.
