The Equal Opportunity (EO) Compliance Specialist is a member of the Department of Workforce Development’s (DWD) Program Administration & Oversight (PAO) Division’s Policy Team and reports to the State Equal Opportunity Officer. The EO Compliance Specialist is responsible for supporting and ensuring that DWD, Local Workforce Development Area (LWDA) boards, and one‑stop operators/providers/partners within Indiana’s workforce system comply with federal, state, and agency‑issued laws, regulations, policies, and procedures regarding universal access and equal opportunity (EO) in programs and activities funded in whole or in part under the Workforce Innovation and Opportunity Act (WIOA).
This position works closely with the PAO Division’s Compliance Team and collaborates with other divisions throughout the agency as needed. The incumbent will research, analyze federal/state law, conduct monitoring activities and develop recommendations for improvement, and provide technical assistance. The incumbent may perform other work/special projects, as assigned.
The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.
A Day In The Life- Serve as subject‑matter expert for DWD regarding WIOA Section 188 (and related laws and regulations).
- Ensure statewide EO compliance by overseeing grant recipient EO activities.
- Assist State EO Officer with training curriculum development and implementation of training activities.
- Collaborate with various partners to perform EO oversight functions.
- Perform desktop and on‑site compliance reviews.
- Analyze state, regional, and local EO activities to determine compliance with all applicable federal, state, and local regulations and guidelines.
- Analyze entity structures, functions and activities.
- Analyze EO data and statistics to identify any issues or trends as part of compliance reviews.
- Conduct research, gather relevant data and appropriate citations, and compile detailed reports.
- Contribute to and assist in the preparation of the various EO‑related guides, policies, procedures, worksheets, schedules, and tools.
- Other duties as assigned, including assistance in other areas within the PAO Division as needed.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
