Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance;

monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

Role Overview

This position is an office/field position with field work usually on a weekly basis. Field days often go past the normal 7.5 hr day so adjusted schedules or reschedule time is available.

We are looking for someone who works well with people in a regulatory setting. experience with the Clean Air Act, or other state or federal regulations is a a bonus but is not mandatory.

This position requires a valid IN driver's license.

This position exists within the Compliance and Enforcement Branch, Office of Air Quality of the Indiana Department of Environmental Management. Incumbent reports to the Compliance Data Section Chief.

The purpose of the position is to effectively use all compliance and enforcement tools and resources available to improve air quality in our state by ensuring that all air pollution sources are in compliance with all state and federal air pollution control laws, rules and permits while incorporating innovative voluntary compliance and pollution prevention approaches with the regulated community.

Incumbent works independently as an environmental compliance and enforcement manager to ensure that regulated sources maintain compliance with state and federal laws, regulations, and standards and uses the appropriate enforcement response to return non-compliant sources to compliance in a timely manner. Incumbent determines sources of air pollution, analyzes problems, and recommends a course of action to bring a violator into compliance, including gathering of evidence and serving as an expert witness at adjudicatory proceedings.

Incumbent provides compliance and enforcement expertise in industrial sectors, NSPS, MACTs, and NESHAPs for the regional offices and the Office of Air Quality. Incumbent is called upon to conduct special studies and projects when necessary.

Salary Statement

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.

Responsibilities
  • Review and approve compliance test protocols for accuracy and completeness with specific emphasis on VOC/HAP testing.
  • Observe field testing at sources in order to ensure proper sampling methodology and source operating conditions are being met.
  • Review compliance test reports with emphasis on VOC/HAP testing in order to determine the compliance status of the source.
  • conducts an assessment of air polluton control device and process operating condtions as necessary during testing.
  • conduct visible emissions observations.
  • During testing conducts an assessment of process parameters such as feed rates, raw material composition, and process rates;
  • During testing conducts an assessment of control equipment performance parameters (e.g. water flow rates, pressure drop, temperature, and electrostatic precipitator power levels).
  • Gathers necessary evidence and recommends an appropriate enforcement action to address any noncompliance consistent with branch and office policies, guidance, and SOPs.
