This role is responsible for understanding business and user requirements, conducting detailed analysis, and validating functional requirements through comprehensive testing. The position works closely with program stakeholders and technical teams to define testing scope and objectives, develop test scenarios, execute testing, and report results to support system enhancements and releases.

The role serves as a liaison between program areas and technical support teams by gathering and documenting requirements, identifying issues, performing system testing, and ensuring timely resolution of defects and data quality concerns.

• Collaborate with business stakeholders and technical teams to gather, analyze, and document requirements for automation and system enhancements related to public health data systems.
• Develop detailed test scripts and test system updates and patches; identify issues and provide test results to support go/no-go deployment decisions.
• Track issues and enhancement requests through ticketing systems and follow up with vendors and internal IT teams to ensure timely resolution.
• Support testing and validation of new system modules and functionality related to data intake, management, and operational workflows.
• Partner with program and IT teams to identify and resolve data quality issues, including duplicate records, invalid data entries, and incorrect system merges.
• Analyze business and user needs, document functional and technical requirements, and translate them into clear system requirement specifications.
• Assist with resolving electronic data exchange and integration issues with external systems and vendors.
• Develop and generate reports to identify data errors and notify external partners and system users.
• Coordinate with technical and program teams to improve overall data timeliness, accuracy, and completeness.
• Facilitate the delivery of technical business solutions to end users and program stakeholders.
• Perform additional duties as assigned.

• Eight (8) or more years of full-time professional experience in an Information Technology environment.
• Four (4) or more years of experience functioning as a Business Analyst and/or Quality Analyst within IT projects.
• Proven experience gathering, documenting, and validating business and functional requirements from stakeholders.
• Strong background in business process analysis and identifying opportunities for system and workflow improvement.
• Experience developing business cases and solution recommendations.
• Demonstrated ability to develop and execute QA strategies, test plans, and test scripts.
• Hands‑on experience conducting functional, integration, and regression testing.
• Ability to identify, document, and track defects through resolution.
• Excellent written and verbal communication skills; ability to work effectively in cross‑functional teams.
• Experience working within healthcare, public sector, or health informatics environments.
• Ability to plan, schedule, and manage QA and analysis activities to meet project timelines.
• Experience collaborating with developers, product owners, vendors, and support teams.
• Bachelor’s degree in Computer Science, Information Systems, or a related field, or equivalent IT experience.
