the Indiana Office of Administrative Law Proceedings (OALP):

The Indiana Office of Administrative Law Proceedings provides a central and independent hearing process for disputes between aggrieved persons and State agencies. We administer efficient, effective, and impartial adjudicatory proceedings. Our Administrative Law Judges (ALJs) and Legal Assistants manage cases and data for multiple agencies, including the Family and Social Services Administration, the Department of Child Services, the Bureau of Motor Vehicles, and others.

Role Overview :

The Administrative Law Judge Manager (ALJ Manager) provides leadership and oversight for Administrative Law Judges (ALJs) within the Office of Administrative Law Proceedings (OALP). This role ensures consistency, quality, and efficiency in adjudicatory processes while maintaining impartiality and adherence to applicable laws and ethical standards. This role requires:

  • Legal expertise and critical thinking;
    Ability to interpret statutes, regulations, and case law; provide sound legal guidance; and evaluate decisions for quality and compliance.
  • Leadership and mentorship:

    Demonstrated ability to lead teams, mentor ALJs, and promote professional growth through constructive feedback and coaching.
  • Adaptability and technology proficiency:

    Skilled in managing competing priorities and leveraging technology to improve efficiency.
  • Communication and collaboration:

    Strong interpersonal skills to maintain open communication and build effective relationships across the organization.
Key outomces for this position:
Supervision and Guidance:
  • Provide legal and procedural guidance to ALJs.
  • Monitor performance through decision reviews, case audits, and established performance metrics.
  • Develop and deliver training programs to enhance judicial skills and compliance with OALP standards.
    • Address day-to-day inquiries and operational issues from ALJs.
Case Adjudication:
  • Manage a personal caseload of medium- to high-complexity cases, ensuring timely and accurate decisions.
  • Uphold principles of fairness, impartiality, and due process in all proceedings.
Leadership and

Collaboration:
  • Contribute to policy development, standard operating procedures, and strategic initiatives.
  • Foster a culture of professionalism, ethics, and continuous improvement within OALP.
  • Collaborate with agency leadership to advance organizational goals and improve service delivery.
Location:

This position is located at the Indiana Government Center in Indianapolis, Indiana, with occasional travel for hearings and training.

Salary:

This position traditionally starts at an annual salary of $93,022 but may be commensurate with education and job experience.

A Day in the Life:

The essential functions of this role are:

  • Oversees and manages the performance of administrative law judges (ALJs) who conduct thorough and impartial hearings in accordance with the law.
  • Runs reports regularly to ensure timeliness and accuracy of hearing dispositions and case statuses.
  • Conducts complex legal research.
  • Collaborates with supervisor to take a lead role in training ALJs and monitoring learning progress, including serving as a resource for ALJs seeking advice.
  • Establishes goals, priorities, and methodologies for ALJ performance in alignment with the agency’s strategy and mission.
  • Coordinates the scheduling of ALJ hearings.
  • Maintains and reviews metrics for performance and caseload oversight.
  • Identifies ways to streamline processes and enhance turnaround time of appeals.
  • Maintains lines of communication with necessary parties regarding training needs.
