Licensing Specialist
Step Stone Family & Youth Services is seeking a licensing specialist to recruit and support foster and adoptive parents.
OverviewThe Licensing Specialist is responsible for recruiting foster/ adoptive parents, developing territories, increasing target populations, coordinating licensing, recertification, training, and tracking. The role supports caregiver initial state licensing, recertification/ approval, and provides training documentation.
Responsibilities- Coordinate recruitment and awareness activities and build community awareness relations.
- Develop and implement proactive, strategic recruitment plans to attract and certify qualified candidates, maintaining a pipeline of active and passive candidates.
- Respond to foster parent inquiries within 24 hours via phone.
- Develop strategies to support general, targeted, and child‑specific recruitment and marketing.
- Understand and follow agency and state licensing requirements, ensuring foster parents comply with regulations.
- Assist with and complete the certification process with foster parents, including required documentation.
- Complete parent interviews, background clearances, and home inspections to evaluate suitability, safety, and well‑being of youth placed in homes.
- Maintain foster parent files in compliance with agency and state regulations.
- Assist in the placement process and match youth and foster parents based on needs and training strengths.
- Maintain professional boundaries, conduct, confidentiality and other governmental laws and regulations, agency policy and licensure ethics.
- Attend company required meetings and community meetings with referral sources and community providers.
- Provide support to the treatment team to ensure needs met and placement stability.
- Ensure safety and well‑being of all youth in care by observing for signs of abuse or neglect.
- Travel to affiliate locations; frequent travel associated with recruitment events required.
- Participate in the implementation of corrective action plans for foster parents.
- Respect each family and youth's cultural background, heritage and identity.
- Conduct monthly foster parent record reviews and training.
- See children in home once monthly as needed.
- Create and maintain child files and complete monthly reports.
- A bachelor's degree in social work, psychology, childhood education, education counseling, human services, behavioral science or public administration.
- Minimum one year of work experience in a child placing agency, DCF or nonprofit agency.
- One to two years of experience in resource development/foster parent recruitment and retention preferred.
- One year of marketing, fundraising, and event coordination preferred.
- One to five years of experience in full‑cycle recruiting in a fast‑paced, professional environment preferred.
- Completion of Tier 1 and Tier 2 state assessor training and maintenance of assessor certification.
- Strong recruiting mentality and understanding of recruiting life cycle.
- Demonstrated knowledge of recruiting strategies, including social media platforms.
- Strong attention to detail, highly organized, energetic, and positive attitude.
- Effective at cold calling, pursuing leads, and converting candidates into licensed caregivers.
- Client‑focused and independent judgement in problem solving.
- Strong interpersonal skills, project management, new business development, and client retention skills.
- Documented track record of achieving targeted objectives.
- Critical thinking, intellectual curiosity, and sound business judgment.
- Excellent telephone presence, written and verbal communication; team player and natural leader.
