Role Overview

The position serves as the Major Projects and Local Public Agency Program Administrator in the Site Assessment and Management (SAM) within the Environmental Policy Office in the Environmental Services Division. The position provides technical assistance and guidance for Major Projects and LPAs on environmental site assessments and red flag investigations, and other hazardous materials documentation. The position also serves as INDOT's expert in hazardous material issues, environmental site assessment, and the interaction of contaminants and parcels.

Duties / Responsibilities
  • Administers the Major Projects and LPA Program within SAM.
  • Acts as a liaison between LPAs, MPOs, other INDOT divisions, and other government agencies on hazardous materials issues.
  • Proactively establishes and maintains communication with appropriate LPA and MPO officials to facilitate their compliance with INDOT policies and procedures.
  • Provides excellent customer service by acting as point person for LPA and MPO inquiries.
  • Independently reviews and evaluates environmental site assessment reports, Red Flag Investigations, required RCRA reporting, and other environmental documents prepared by consulting firms and/or INDOT district staff for content and format to ensure compliance with federal and state requirements and agency policy and goals.
  • Reviews hazardous material sections of environmental documents to the NEPA section for completeness and technical quality.
  • Advises Project Managers on project risks.
  • Develops hazardous materials and contamination studies to determine impact of proposed transportation projects, including survey methods as appropriate.
  • Conducts necessary field work.
  • Manages on‑call INDOT environmental contracts.
  • Prepares site assessments for proposed right‑of‑way and excess parcels.
  • Manages Phase II environmental site assessments prepared for INDOT and LPA projects by prequalified consultants.
  • Directly manages or provides expert advice to other divisions on managing, INDOT‑owned contaminated sites.
  • Develops and implements policies and procedures to ensure compliance with permit and environmental site assessment requirements.
  • Creates, develops, and presents training on topics of interest to federal and state entities, consultants, LPAs and MPOs.
  • Performs other related duties as assigned.
Location

This position is located in INDOT’s Central Office.

Salary

This position traditionally starts at an annual salary of $59,800.00. Salary for this position may be commensurate with education and job experience.

A Day in the Life

The essential functions of this role are as follows:

  • Interprets laws, regulations and guidelines for assigned environmental program areas.
  • Develops and modifies existing state programs to adapt to changes in federal or state legislation‑mandated policy changes.
  • Coordinates review of environmental projects and/or program area to meet program needs and objectives.
