PURPOSE

Reporting to the Chief Operating Officer, the Manager of Health and Wellness is responsible for leading the planning, design, and delivery of targeted health programs and services for Participants of the Gwich’in Comprehensive Land Claim Agreement (GCLCA), in alignment with the mandates, strategic priorities, and annual workplans of the Gwich’in Tribal Council (GTC). This role oversees multiple service areas—including Child and Family Advocacy, Jordan’s Principle Service Coordination, Treatment & Aftercare Coordination, and On the Land Programming—and is accountable for the management of related human and financial resources.

The Manager plays a key role in supporting culturally safeand community-informed health services and contributes to broader GTC efforts aimed at improving cultural continuity in care and strengthening the overall healthand social services system.

RESPONSIBILITIES
  • ProvidessupervisiontoGTCstaffandprogramstoensurehealthservicesareequitable, efficient, accessible and culturally safe.
  • Advisethe Chief Operating Officerwithregardtohealthservicesdelivery,quality assurance plans, outcomes, opportunities and risks. Including,but not limited to, incidents impacting or potentially affecting the safety and wellbeing of participants andthe integrity of GTC Health and Wellness department.
  • Close collaboration with service users, related Health and Wellness program areas,other GTC departments and external partners including Government of the Northwest Territories, Northwest Territories Health and Social Services Authority, or Government of Canada.
  • Provides operational oversight ofthe implementation of projects and programs, including but notlimitedtohealthpromotioncampaigns,behaviorchangeandincentiveprograms,service delivery, and implementation of third-party funded projects;
  • Provides leadershipanddirectionthroughoutprogramdeliveryby maintaining project scope,matching goals and deliverables,definitionoftasksandresourcerequirements, development of work plans, team building and coordination,monitoring and reporting on activities and results;
  • Advises the Leadershipregardingopportunitiesandchallengeswithinthe Health and Wellness department or service area context;
  • Research relevant topics as needed;
  • Makeseffectiveuseofexisting resources;
  • Servesasprojectleadonthirdparty-fundedprojectsandotheragreementsas required.
  • Introducesworkplansandprioritiesforstaffinlinewithdivisionandorganizationalpriorities and frameworks;
  • Mentorsanddevelopsaproductive Healthand Wellnessteamthroughsupportiveperformance  management, constructive feedback, and supplying professional development opportunities forstaff;
  • Anticipates human resource requirements and manages staff recruitment processes as required;
  • Manages human resource functions such as leave management and yearly performance appraisals for staff;
  • Ensuresclearcommunicationbetweenallhealthandwellnessservicestaffandregularsharing oflessonslearned,includingbutnotlimitedtomeetings,workshops,reportingbackafterduty travel.
  • Ensuresfundingreportsarecompletedandsubmittedinatimelymanner,andmeetrequiredreporting guidelines and deadlines outlined in the proposals;
  • Conducts data collection;
  • Workswiththe Chief Operating Officerandother Managerstoleverageresourcesacrossprogramareas,where possible, to improve cost-effectiveness of Gwich’in Tribal Council activities.
  • Ensure all employees and contractors have a professional/personal responsibility to perform their duties to health and safety regulations, standards, practices and procedures.
