Summary
The Assistant Director of Finance supports the Director of Finance in managing the City’s financial operations, including Accounting, Payroll, and Utility Billing. This position oversees the Controller, Finance Manager, and Utility Billing Manager and is responsible for ensuring fiscal accuracy, regulatory compliance, and efficient departmental operations.
PrimaryDuties & Responsibilities
- Provides day-to-day leadership and management of departmental divisions, including Accounting, Payroll, and Utility Billing, through the direct supervision of the Controller, Finance Manager, and Utility Billing Manager.
- Oversees and ensures the accuracy, timeliness, and efficiency of financial transactions, reporting, and internal controls.
- Leads departmental planning and performance efforts, sets priorities, and monitors progress toward goals and deadlines.
- Promotes collaboration, accountability, and professional development within the Finance Department.
- Assists the Director of Finance with department-wide initiatives, strategic planning, and policy development.
- Represents the Department and serves as Acting Director of Finance in the Director’s absence.
- Prepares and reviews complex financial analyses, statements, and reports for City management and elected officials.
- Leads the preparation of the City’s Annual Comprehensive Financial Report (ACFR) and coordination of the annual external audit by the statutory deadline.
- Develops, implements, and maintains financial policies, procedures, and internal control systems to ensure compliance and efficiency.
- Assist the Director of Finance with the City’s cash management, investments, debt service, and financial forecasting.
- Assist the Director with the budget development process and assist departments in preparing and managing their operating budgets.
- Ensures accurate and compliant processing of payroll and benefits-related financial transactions.
- Oversees accounts payable and receivable operations and ensures compliance with applicable regulations, including unclaimed property and conflict-of-interest reporting.
- Oversees Utility Billing operations, ensuring accurate billing, strong customer service, and effective issue resolution.
- Ensures proper accounting and inventory of City assets, including oversight of the annual fixed asset review.
- Prepares and reviews financial reports for grants and special projects.
- Maintains effective working relationships with City departments, auditors, financial institutions, vendors, and the public.
- Protects the confidentiality and integrity of sensitive financial and personnel data.
- Other duties as assigned.
- Attendance at work is required.
- Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field required.
- Minimum of five (5) years of progressive experience in governmental accounting required.
- Minimum of three (3) years of supervisory or management experience required.
- A combination of education, experience, and certifications that demonstrates the ability to perform the essential functions may be considered.
- Master’s degree in Accounting, Finance, Public Administration, Business Administration, or a related field.
- Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Finance Officer (CGFO) designation.
- Experience in a fast-growing municipality or managing financial aspects of economic development projects.
Valid Texas Class C Driver's License with a clean driving record.
Knowledge, Skills & Abilities- Advanced knowledge of governmental accounting principles, standards, and best practices.
- Strong understanding of financial reporting, budgeting, auditing, payroll, utility billing, and cash management.
- Proven leadership skills in supervising professional and technical staff, including managers and supervisors.
- Excellent analytical and problem-solving abilities, with a strong attention to accuracy and detail.
- Proficiency in Microsoft Excel and financial software applications; strong working knowledge of MS Office Suite. Incode 10 software experience preferred.
- Exceptional written and verbal communication skills, including report preparation and presentation to senior leadership and elected officials.
- Strong organizational and project management abilities with the capacity to manage multiple priorities.
- Ability to build and maintain cooperative working relationships with City staff, external partners, and the public.
- Sound judgment, professionalism, and integrity in decision-making.
- Commitment to confidentiality, ethical standards, and customer service excellence.
