Duties

• Provides leadership and managerial guidance to the Information Technology Department staff responsible for desktop support, network operations and business systems; and provides professional guidance to personnel supporting geographic information systems (GIS) to ensure uniformity across the operation.

• Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; hiring, training, counseling and disciplining employees; allocating personnel; acting on employee problems; recommending and approving employee discipline; and recommending and approving discharge as appropriate.

• Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.

• Provides adequate training and development of department staff.

• Plans, coordinates and manages the daily activities of the Information Technology Department.

• Develops short‑range and long‑range department goals and objectives; conducts continuous review and analysis of programs and technologies; creates and updates strategic goals and objectives that further the mission of the department; and ensures sustainable growth in a rapidly changing field.

• Oversees the development and administration of the annual departmental budget; reviews and approves purchases and expenditures; and coordinates with purchasing staff in the development of requests for proposals (RFP) and other related documents for the purpose of procuring business systems, hardware, and goods/services for other departmental projects.

• Develops and implements department policies and procedures for the efficient and effective management of information technology systems.

• Outlines system, database and security requirements for information technology systems.

• Administers building access where applicable using technology.

• Determines overall goals and objectives of the department; develops and oversees the implementation of the County's technology plan.

• Stays current with latest technologies by constantly conducting research and development; anticipates customer needs and implements effective information technology solutions for the County; and attends technical conferences, advisory councils, meets with other bodies of government to identify trends in the technology industry.

• Administers IT projects and initiatives; provides project management on system implementations; and designs or assists with the design of additions and/or improvements to the computing infrastructure, including wide area and local area networks.

• Monitors work in progress for compliance with policies, procedures and standards of quality and safety; ensures projects are completed in a timely manner.

• Coordinates department activities and functions with those of other County divisions, departments and outside agencies as appropriate; communicates with County staff to determine information technology requirements.

• Assists departments in budgeting for technology systems maintenance and implementation.

• Prepares an assortment of IT studies, reports and related information for decision‑making purposes.
