Property Manager

Location: Suffolk (Countywide)

Salary: Grade 7 (including performance‑related pay progression)
Hours: 37 hours per week
Flexible Working: Hybrid working, flexitime, compressed hours, part‑time and job‑share options may be available.

The Opportunity

An exciting opportunity has arisen for an experienced Property Manager to lead the Property function within Suffolk Fire and Rescue Service.

This is a key management role responsible for ensuring the Service’s property portfolio remains safe, compliant, efficient and fit for purpose. You will oversee planned and reactive maintenance, manage budgets and contractors, drive continuous improvement, and contribute to the long‑term development and sustainability of the estate.

Working closely with senior leaders, council departments, contractors and external partners, you will play a vital role in supporting frontline emergency services through effective property and estates management.

Key Responsibilities
  • Lead and manage the Property function for Suffolk Fire and Rescue Service.
  • Develop and implement preventative maintenance programmes across the property portfolio.
  • Oversee reactive maintenance and building improvement projects.
  • Maintain a comprehensive property register and identify future investment requirements.
  • Manage property budgets, forecasts and expenditure to ensure value for money.
  • Act as the primary point of contact for contractors, property partners, tenants and stakeholders.
  • Ensure all properties comply with relevant health and safety legislation, regulations and best practice.
  • Manage utility costs, business rates and property‑related expenditure.
  • Build strong working relationships with internal and external partners to support service objectives.
  • Support sustainability and decarbonisation initiatives across the estate.
  • Produce management information and reports to support strategic decision‑making.
  • Lead, motivate and develop staff while driving continuous improvement across the function.
About You

We are looking for a property or estates professional with strong leadership skills and experience managing a diverse property portfolio.

You will have:

Essential Experience
  • Experience managing property, estates or facilities portfolios.
  • Experience managing maintenance programmes, contractors and service providers.
  • Strong budget management, forecasting and financial planning experience.
  • Experience delivering property‑related projects from planning through to completion.
  • Knowledge of health and safety compliance and statutory property requirements.
  • Excellent stakeholder management and relationship‑building skills.
  • Strong report writing and IT skills.
  • Experience leading teams and managing performance.
Desirable Qualifications
  • Relevant professional property, estates or facilities management qualification.
  • Management qualification.
  • Project management qualification.
  • Experience working within local government, emergency services or other public‑sector environments.

Additional Information

The role requires travel throughout Suffolk. Applicants should hold a full UK driving licence and have access to suitable transport, or be able to meet the mobility requirements of the role through alternative reasonable means.
