Reporting to the Deputy Minister of Community Services (DM), the Director, Policy, Planning and Communications (Director), provides strategic leadership for Community Services’ policy, planning, and communications functions. This includes overseeing corporate business planning, legislative and policy development, program evaluation, and internal and external communications to ensure alignment with GN priorities, Inuit Qaujimajatuqangit principles, and departmental objectives.
Responsibilities- Direct and oversee Community Services’ corporate business planning, including annual and five-year strategic plans, ensuring alignment with GN priorities and the needs of all four branches;
- Lead the development, implementation, and evaluation of legislation, policies, and programs that support effective service delivery and sustainable community and economic development;
- Ensure programs and services delivered by Community Services comply with legislation, GN standards, and public service processes;
- Build and maintain effective partnerships with government, territorial corporations, communities, and industry to advance service delivery and community development objectives;
- Develop and manage divisional budgets; authorize and monitor expenditures; prepare financial reports and submissions;
- Prepare and maintain the Minister’s Legislative Briefing Book; draft responses to legislative queries.
- Identify projects requiring external contract services; monitor contractor performance and recommend adjustments.
The knowledge, skills, and abilities required for this job are usually obtained through a recognized university degree in Political Science, Public or Business Administration, Economics or a related field, plus a minimum of four (4) years of related experience. Three (3) years minimum management experience is also required. This is a Position of Trust and a satisfactory Criminal Record Check is required.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
