Job SummaryManage and ensure compliance with customs and regulatory requirements for imports and exports, minimize liabilities, and provide guidance to customers and internal stakeholders.
Responsibilities- Maintain control to monitor bureau of customs and border protection (CBP) related activities.
- Train regulatory services analysts and cross‑train them to perform essential functions during absences.
- Communicate with shippers, clients, company employees, CBP, and other government agencies regarding required information or documentation.
- Refer unresolved/major problems to the RSD manager and answer questions within the department and with other departments.
- Sort and assign departmental incoming work to ensure regulatory time frames are met.
- Monitor flow & quality of daily departmental responsibilities; refer current issues to the RSD manager.
- Assist RSD manager in developing departmental procedures.
- Work closely with or fill in for analysts to ensure all tasks are completed on time, including processing or correcting 70‑90 service invoices per month.
- Provide prompt, accurate responses/guidance to 40‑50 incoming phone calls per month from internal/external customers.
- Review monthly accounting discrepancy reports and follow up with other departments to resolve issues.
- Represent the regulatory services department on cross‑functional committees to solve problems and refine procedures.
- Consult with customers and advise them on customs and government agency regulations (e.g., FDA, Alcohol, Tobacco & Firearms, DOT, EPA, State, FCC, DEA, U.S. Fish & Wildlife).
- Ensure issues are resolved timely and in compliance with laws and regulations, communicating with internal and external customers about inquiries or problems.
- Conduct research and compile information; develop arguments, claims, and protests to customs on behalf of clients.
- Resolve issues related to duty, tax, fees, valuation, and classification to obtain refunds for company and clients.
- Collect relevant data and create successful petitions to customs for mitigation, cancellation, or resolution of demands for liquidated damages, penalties, seizures, etc.
- Submit binding ruling requests and maintain product database records.
- Maintain up‑to‑date knowledge of customs and other agency regulations.
- Analyze entries related to disputed invoices and compose appropriate claims or tenders.
- Provide ongoing training and guidance to RSD/R&C analysts.
- Serve as a single point of contact for large, unmanaged accounts requiring frequent, technical assistance.
- Attend client meetings, joint sales calls, and government agency meetings as necessary.
- Perform other duties as assigned.
- Four‑year college degree preferred or equivalent work experience.
- Ten (10) years industry experience in brokerage preferred.
- Customs broker's license preferred.
- Comprehensive knowledge of customs brokerage, government agency regulations, Harmonized Tariff Schedule of U.S., import/export procedures, and company operating procedures.
- In‑depth knowledge of customs regulations specific to industries and products.
- Demonstrated organizational, leadership, problem‑solving, and multitasking skills.
- Excellent written and verbal communication skills.
- Ability to resolve complex import issues using analytical, research, and interpersonal skills.
- General understanding of accounting practices and procedures.
- Strong customer service orientation.
- Proficiency with Microsoft Word and Excel.
