Moffett Training Plan | R.A.S. Logistics
· October 13, 2026
· Nick Kochek
Purpose and scope
No one operates a Moffett for R.A.S. Logistics until they have completed all five phases of this plan and hold a signed certification from a qualified evaluator. The plan meets OSHA's powered industrial truck standard, 29 CFR (l), which requires formal instruction, hands-on training and an evaluation of the operator in the actual workplace.
- Who it covers: every driver, helper, ISP team member or manager who will mount, dismount or operate a truck-mounted forklift (Moffett or similar) on an R.A.S. route or terminal.
- Equipment: truck-mounted forklifts are rough-terrain forklifts under OSHA. Training is specific to the model the person will run. A move to a different model means retraining on that model before using it.
- Minimum age: 18. Federal child labor rules bar anyone under 18 from operating a forklift.
- What the plan does not cover: CDL or DOT driver qualification for the carrying truck. That is handled separately.
Roles and responsibilities
- The terminal manager owns the result. The certified trainer does the training. The trainee does not operate alone until the paperwork is signed.
- Role Responsible for Terminal manager Names a certified trainer for each terminal. Schedules trainees. Keeps the certification file current. Pulls anyone off the equipment after an incident.
- Certified trainer / evaluator Has the knowledge, training and experience to train and evaluate (OSHA's standard). Teaches all five phases. Signs off only after watching the trainee meet every pass standard.
- Trainee Completes every phase. Runs the pre-use inspection every shift. Reports any defect, near miss or damage the same day.
- Carrier partner / ISP owner Sends only trained, certified people to run Moffett routes. Gives the terminal a copy of each certification.
Training phases
Training takes 4 hours in total, all in one session at the terminal. A trainee moves to the next phase only after passing the gate for the current one. If they miss a gate, they get another session; the 4 hours are never cut short.

Daily pre-use inspection and mount/dismount
The operator inspects the unit before the first use of every shift and signs the checklist. Any failed item takes the unit out of service until it is repaired. OSHA requires the check at least daily (q)(7)).
