Overview

SOL Engineering Services, LLC is seeking qualified and experienced Senior-Level Environmental Planner with expertise in FEMA Public Assistance programs. The successful candidate will play a vital role in our disaster recovery team, providing technical guidance, project management, and support to communities recovering from disasters such as hurricanes, floods, and other catastrophic events. This position offers an opportunity to utilize environmental planning skills to contribute to rebuilding and restoration of critical infrastructure and public facilities while ensuring compliance with environmental regulations.

IMPORTANT NOTE:

Public Assistance (PA) Experience is in high demand for deployment considerations and is required by FEMA. Experience must be 1 or more years of deployment at regional, state or local level.

Responsibilities

Provide technical guidance, project management, and support for FEMA disaster-related operations throughout the U.S. Contribute to the rebuilding and restoration of infrastructure and public facilities while ensuring regulatory compliance. Support communities recovering from disasters such as hurricanes, floods, and other catastrophic events.

What You’ll Need
  • Bachelor's degree in Environmental Planning, Environmental Science, Geography, Historic Preservation, Archaeology, Regional Planning, Civil or Environmental Engineering, or related field. Master’s degree preferred.
  • A minimum of 10 years of relevant experience in environmental planning (or a related field), with a focus on disaster recovery, hazard mitigation, or environmental compliance.
  • Familiarity with FEMA Public Assistance programs, regulations, and guidelines, particularly as they pertain to environmental planning and permitting.
  • Strong understanding of federal, state, and local environmental regulations, including NEPA, Clean Water Act, Endangered Species Act, and historic preservation requirements.
  • Must be a U.S. citizen and be able to pass an FBI background check.
  • Must have a clean driving record and be able to pass a Motor Vehicle Record (MVR) check.
  • Must have a current valid driver's license.
  • Ability to mobilize within 24-48 hours, commit to a minimum 90-day assignment in remote locations and disaster conditions.
  • Ability to work well across multiple teams and meet critical deadlines.
  • Ability to stand or walk for long periods of time on varying terrain.
  • Flexibility to work in different locations as needed by FEMA.
  • Proficiency in Microsoft Suite.
  • Proficiency with computer tasks including editing documents in Adobe and Word, working with Excel, browser-based applications, and file management across devices.
Ideal Candidate will also have
  • Significant focus and experience in providing excellent customer service, attention to detail, and excellent written and verbal communication skills.
  • Prior PA Program experience:
    Site Inspectors, Program Delivery Managers, Public Assistance Coordinator (PAC) Crew Leader, Project Specialist, Debris Specialist, Debris Monitor, FEMA-certified Trainer, Hazard Mitigation Specialist (Sections 404 and 406), or Long-Term Community Recovery Program Specialist.
  • Trainings completed in Program Delivery Manager training, Site Inspector training, Public Assistance Operations I (PA Ops I), Public Assistance Operations II (PA Ops II), Project Worksheet (PW) Development, Cost Estimating Format (CEF), Debris Management/Operations, and/or 406 Hazard Mitigation.
