Stantec's Government Services Team is seeking an experienced Planning Manager to assist the Director, National Client Programs (DNCLP) in coordinating business development efforts across Client Working Groups and Practice Areas. The Planning Manager will aid in developing periodic business‑development reporting and support the positioning, pursuit, development, and submission of proposals to the U.S. Department of Defense and other federal agencies.

Responsibilities include workload planning and prioritization of marketing and business development support personnel, conducting research and intelligence gathering for potential pursuits, developing proposal strategies, and writing and producing statements of qualifications, proposals, and interview presentations. The role demands excellent writing, strong design sensibility, superior management and organizational skills, and the ability to transform complex information into effective storytelling.

Key Responsibilities
  • Lead and mentor less experienced proposal managers and marketing specialists, collaborating with the larger team.
  • Assist DNCPL and the Director of Business Development and Strategy with resource cross‑leveling, organization, prioritization of proposal workload.
  • Serve as a primary writer, developing persuasive text, graphics, and key writing responsibilities.
  • Maintain strong working relationships with technical staff and senior leadership to ensure proposal input is accurate, compelling, and timely.
  • Define proposal structure and organization per RFP/RFQ instructions, developing responsive writing, input requirements, and templates.
  • Participate fully in writing project descriptions, personnel qualifications, management planning, and quality control measures for RFQ/RFPs.
  • Coordinate development of and communicate schedules for proposal completion.
  • Fully understand RFP/RFQ supplemental forms/requirements and complete them appropriately.
  • Support the development of subcontractor teaming agreements and relationships.
  • Track and communicate RFQ/RFP amendments with the proposal writing team.
  • Assist with Deltek Capture Management opportunities and associated reporting.
Capabilities & Credentials
  • Strong organizational skills with the ability to prioritize and self‑schedule.
  • Deadline oriented and able to manage multiple concurrent proposal assignments.
  • Clear, concise direction‑giving and document development skills.
  • Exceptional written and verbal communication with diverse technical staff.
  • Proficiency in Microsoft Office, Adobe InDesign, Adobe Photoshop, and Deltek Capture Management (a plus).
  • Committed to quality and ongoing process improvement.
  • Strong interpersonal and customer‑service skills.
Education & Experience
  • Bachelor’s degree in English, Communications, Journalism, Marketing, or a related field (preferred).
  • Fifteen or more years of professional experience writing proposals in response to DOD/federal government RFQ/RFPs in the architecture/engineering and environmental consulting services industry.
  • Experience in strategic proposal management and production (up‑front planning, win strategy development, proposal design, and review teams) in a fast‑paced environment.
  • Demonstrated coaching, mentoring, and leadership of proposal teams.
Pay Transparency: In compliance with pay‑transparency laws, pay ranges are provided for positions in locations where required. Compensation is based on education, qualifications, experience, and work location. Some roles may be bonus eligible and part‑time compensation will be pro‑rated.
