Overview

Grants Administrator at Jacksonville Transportation Authority. This role reports to the Director - Grants Management and is responsible for accounting, project tracking, reporting, and funding contract development/review/administration for grants across multiple departments. Acts as secondary contact with external funding agencies and primary contact with internal team members for project management and award oversight from start to closeout.

Essential Functions
  • Contract Administration:
    Works with projects and awards budgets in Oracle; prepares detailed project reconciliation reports on grant funding as requested by managers and senior leadership; moves funds within Oracle budgets as needed; creates and maintains Excel spreadsheets for new projects/awards/contracts, monitors payments, and ensures contract conditions and obligations are met.
  • Grant Accounting/Planning:
    Manages monthly, quarterly, and annual goals and metrics; collaborates with user departments and IT for grant management resolutions; provides grants training to user departments; handles grant encumbrances and expenditures in compliance with financial identifiers.
  • Grant Management:
    Supports specialized transportation grant projects;  of federal grants, budget preparation/revisions/amendments; tracks grants through life cycle from notice of award to close-out.
  • Budgeting:
    Assists in preparing, monitoring, and evaluating grant capital and joint operating project budgets; collaborates with Finance to set up and review new grant and local project budgets in Oracle.
  • Reporting:
    Prepares and submits quarterly reports to FTA; assists with monthly/quarterly/annual grant and Oracle project reports; supports ad hoc reporting as needed.
  • Audit Assistance:
    Prepares documentation for year-end audits; maintains Grants Management documentation for audits; serves as secondary audit interface for schedules and issue resolution with FTA Triennial Audit.
  • Review Process Submissions:
    Assists with applications to FTA as a Developer; reviews budget elements and exhibits for completeness; summarizes new grant submissions and results for department Directors and CEO.
  • Financial Analysis:
    Monitors encumbrances and expenditures; analyzes and resolves grant project accounting variances.
  • Asset Management Planning:
    Assists with annual and biennial fixed asset inventories; coordinates grant-related asset issues between departments and Procurement; supports the Fixed Asset Department on Oracle project issues.
  • Cross-Functional Collaboration:

    Works with project managers, funding agencies, consultants, and internal teams to ensure compliance with Federal, State, and Local regulations.
Minimum Qualifications
  • Associate Degree in business administration, public administration, city or regional planning, accounting or related field and three years of grant development/administration experience (or equivalent combination of education and experience).
  • Or a Bachelor Degree in city/regional planning, accounting, or related field with the appropriate experience.
Preferred Qualifications
  • Advanced Degree; experience with public transportation grant requirements and Federal Transit Administration grants.
Knowledge,

Skills And Abilities
  • Proficiency with automated management and financial systems, word processing, spreadsheets, and databases.
  • Strong understanding of accounting, grant processes, and related regulations; ability to establish effective working relationships; analytical and reporting capabilities; strong communication skills.
  • Familiarity with federal grant platforms such as Federal Reporting.gov, Grants.gov, and TrAMS; knowledge of 0MB Circulars (A-87, A-102, A-133) and related federal enabling legislation.
  • Ability to manage multiple priorities, meet deadlines, and resolve problems with sound judgment.
Work Environment/ Physical Demands

Office environment with generally quiet noise level. May require nights, weekends, or holidays depending on circumstances. Physical demands include sitting/standing for prolonged periods and repetitive motion.
