The Site Development Project Manager is responsible for managing public works and heavy civil projects throughout the Jacksonville area. This role oversees projects from cradle to grave—from bid award to closeout—with full P&L responsibility. The ideal candidate will bring technical knowledge, superior organizational skills, and proven experience managing complex civil construction projects.
Key Responsibilities- Manage all phases of public works, heavy civil, and site development projects
- Oversee project budgets, schedules, and financial performance
- Coordinate with owners, engineers, subcontractors, and field teams
- Ensure projects are completed safely, on time, and within budget
- Prepare and review project documentation, schedules, and reports
- Support estimating and bid preparation as needed
- Maintain compliance with company standards, safety requirements, and industry regulations
- Base Salary: $110,000 – $160,000 DOE

- 7+ years of experience in heavy civil construction, including public works, heavy highway, and commercial/residential site development
- FDOT project experience preferred
- Experience with mass excavation, underground utilities, paving, and site concrete
- Proficiency in Microsoft Office Suite
- Experience with HCSS Heavy Bid, Agtek, and Primavera P6 preferred
- Bachelor’s degree in construction management, civil engineering, or related field
- Experience with negotiated projects and strong technical writing abilities preferred
- Strong communication, leadership, and problem-solving skills
