Bristol Infrastructure Design Services, LLC is hiring multiple Construction Surveillance Engineering Technicians in several locations nationwide. The Construction Surveillance Engineering Technician (CSET) will provide technical services and expertise related to all phases of construction on a variety of projects within the area of responsibility. The position will support the client’s Resident Officer in Charge of Construction (ROICC), or designee, for construction services such as construction inspection, quality assurance, monitoring safety and environmental compliance and contract administration.
MajorResponsibilities
- Coordinate Requests from Construction Contractor: coordinate requests for outage requests, excavation permits, burn permits, haul routes and other similar items, requiring liaison with the ROICC and appropriate base personnel (Security, Public Works, Fire Department, etc.).
- Coordinate field activities: work with the construction contractor, Navy client customers, activity managers, maintenance and utility servers, Federal Fire departments, and Security Police to ensure seamless coordination of construction activities.
- Attend meetings (Pre-Construction, Safety, Contractor Quality Control, Partnering Meetings, and others) and conferences – take notes and provide information to the ROICC or the ROICC’s representative.
- Develop Quality Assurance Plans.
- Prepare Construction Representative Reports (CCRs).
- Assure that the contractor’s quality control system complies with contract documents and applicable documents; prepare draft Contract Construction Compliance Notices (CCCNs) when observations of non‑compliance or safety infractions occur.
- Take and provide the ROICC with complete progress, record, special construction, and completion photographs.
- Maintain working files in NAVFAC’s Electronic Construction and Facility Support Contract Management System (eCMS) for electronic submittals and documents.
A minimum of five (5) years of experience as a Quality Control Manager or Superintendent working for a General Contractor on NAVFAC or USACE projects, OR a minimum of ten (10) years of experience as a Foreman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects valued in excess of $5 million.
A minimum of five (5) years of experience as a Journeyman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete. Residential experience does not qualify.
- Specialized training for Construction Quality Verification or completion of an equivalent course.
- Competent computer skills for network data entry.
- Proficiency with Microsoft Word, Excel, Outlook, and Adobe Acrobat.
- Ability to communicate in English effectively orally and in writing.
- Experience in maintaining official construction site records.
- Experience conducting meetings to resolve problems on construction projects and briefing clients and management personnel.
- In‑depth knowledge of construction practices and workmanship, including proper use of construction materials and installation methods.
- In‑depth experience interpreting construction drawings and specifications.
- Experience making material take‑offs for construction work.
- Experience inspecting materials, workmanship, and construction installation within the inspector’s area of expertise.
- Knowledge of safety practices in the construction industry, including familiarity with USACE EM‑385‑1‑1 and OSHA safety requirements.
- Completed the 30‑hour OSHA Construction Training within the past two years.
- Must hold a valid USACE Construction Quality Management (CQM) certificate for contractors or obtain within 60 days of onboarding.
- U.S. Citizen.
- A valid driver’s license.
- Average agility and dexterity.
- Moderate walking over rough, uneven or slippery surfaces; bending, crouching, stooping, stretching; climbing ladders; walking up and down multiple flights of stairs; lifting moderately heavy objects up to 50 lbs.; frequent site visits.
- Close visual acuity for computer terminal viewing and extensive reading.
- Climbing, balancing, stooping, kneeling, reaching, walking, lifting, grasping, feeling, talking, hearing, and performing repetitive motions.
- Exposure to environmental conditions such as noise, fumes, odors, dust, mist, gases or poor ventilation.
- Potential requirement to wear a respirator.
- Potential work in confined spaces, crawl spaces, shafts, manholes, small enclosed rooms, sewage and water line pipes.
