Senior Estimator

Blackstone Talent Group, an award-winning technology consulting and talent agency is seeking a Senior Estimator to join our Client's team.

Blackstone Talent is recruiting for a Senior Estimator supporting a major marine and heavy-civil construction organization in the Jacksonville, FL market. This individual will play a key role in identifying and pursuing strategic construction opportunities, leading competitive estimates and proposals, and developing project pursuit strategies. The position will work closely with operations, engineering, business development, and executive leadership. The ideal candidate will have significant marine construction and/or heavy-civil estimating experience, strong leadership capabilities, and the ability to manage complex estimates ranging from smaller projects to major $1B+ opportunities.

• Lead estimates, proposals, and budgets for marine construction and heavy-civil/structural projects.
• Manage and coordinate estimating/pursuit teams consisting of estimators, engineers, and support personnel.
• Develop competitive project pursuit strategies in coordination with operations and executive leadership.
• Identify and evaluate potential bid opportunities and support regional business development efforts.
• Develop and maintain relationships with owners, customers, engineering firms, subcontractors, and vendors.
• Review and interpret plans, specifications, contract documents, and proposal requirements.
• Develop detailed estimates for:
  Labor, Materials, Equipment, Subcontractors, Project schedules, General conditions and other project costs.
• Prepare detailed material take-offs and cost analyses.
• Solicit, evaluate, and negotiate subcontractor and vendor proposals.
• Evaluate subcontractor/vendor scope, pricing, cost realism, and cost reasonableness.
• Prepare executive summaries, risk assessments, proposal letters, and technical/method narratives.
• Participate in pre-bid meetings, site visits, project interviews, and proposal debriefs.
• Research alternative and innovative construction methods to improve estimating and project execution strategies.
• Coordinate with specialty engineers, geotechnical firms, subcontractors, and other external partners.
• Maintain and utilize historical cost data to improve estimating accuracy.
• Manage multiple estimates and pursuits simultaneously while maintaining deadlines and accuracy.
• Support estimates and pursuits across multiple geographic markets as needed.
• Successfully transition awarded projects to operations.

• Lead and mentor a team of estimators, engineers, and estimating support personnel.
• Provide guidance on estimating strategy, project selection, and pursuit decisions.
• Participate in strategic planning and market development.
• Work closely with senior and executive leadership on project development, estimating, engineering, and construction planning.
• Support development of strategic partnerships and project pursuit strategies.

• Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
• 15+ years of experience in construction estimating, preconstruction, and/or operations.
• Significant experience with marine construction and/or heavy-civil construction projects.
• Demonstrated experience leading complex estimates and proposals.
• Strong understanding of construction means, methods, sequencing, and project costs.
• Experience managing estimating teams or providing senior-level estimating leadership.
• Ability to interpret construction plans, specifications, contracts, and technical documents.
