• Serve as Technical Manager for Ecosystem Restoration, Flood Damage Reduction, and other civil engineering projects including site development, repairs, and construction.
• Lead the preparation of technical work products, such as reports, plans, specifications, and operations and maintenance manuals for projects involving earthen dams, levees, stormwater facilities, and hydraulic control structures.
• Evaluate project feasibility by balancing environmental, utility, real estate, cost, and maintenance factors, and coordinate with local governments and stakeholders to obtain necessary data.
• Perform field reconnaissance, site inspections, and analysis to determine project requirements, including drainage, utilities, and topography.
• Research and apply updated engineering regulations, policies, and design specifications for project planning and execution.
• Prepare construction documents, including drawings, specifications, and memoranda, ensuring clarity and compliance with technical standards.
• Provide engineering services during construction, reviewing submittals, responding to requests for information, and addressing field conditions through design corrections.
• Manage work product quality through adherence to quality control regulations, coordinating with team members to ensure timely, high-quality deliverables.
• Lead inspections for the Levee Safety Program and Periodic Inspections of completed civil works, preparing reports and recommending corrective actions based on safety and service life evaluations.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.
