Program Summary

K  will help support the U.S. Navy and Marine Corps at Naval Station Mayport and the Marine Corps Support Facility at Blount Island (MCSF-BI). Our goal is to help their missions run smoothly and successfully. Let’s work together to make a positive impact and achieve results.

Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third‑largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft.

MCSF‑BI covers 911 acres on the eastern side of Blount Island, plus an extra 333 acres nearby. This facility is vital for keeping Marine Air‑Ground Task Forces ready. MCSF‑BI has a deep‑water slipway and direct access to the Atlantic, allowing for quick loading and unloading of the largest Maritime Prepositioning Force ships. This helps deploy combat vehicles and supplies.

Job Summary

The Water Treatment Plant Lead/Chief shall have responsible charge of both the water treatment plant and the water distribution system, including supervising all other persons who are employed to operate the plant and distribution system. Assists in leading the creation of organization structure and processes required to fully execute the requirements of services and has responsibility for the execution of Water Purification services, quality performance, equipment operation and cost.

The Water Treatment Plant Lead/Chief Operator is a mandatory Key Personnel position with responsible charge of both the water treatment plant and the water distribution system at Naval Station Mayport and outlying areas. This role is essential for operating, maintaining, and supervising all personnel and equipment involved in producing, treating, and distributing quality drinking water. The Chief Operator is accountable for execution of water purification services, ensuring compliance with State operating permits, quality standards, and efficient system operation while maintaining cost control.

Roles and Responsibilities
  • Monitors water flushing, water sampling, and water testing.
  • Supervises the operation and maintenance of water treatment equipment.
  • Observes variations in operating conditions and interprets meter and gauge readings and test results to determine load requirements.
  • Proficiency with MS Office software.
  • Has responsible charge of both the water treatment plant and the water distribution system.
  • Supervises all other employees employed to operate the plant and distribution system.
  • Operates the Raw Water Supply, WTP, and Distribution Systems 24 hours/day, 7 days/week.
  • Monitors system controls, interprets meter/gauge readings, and observes operating variations to determine load requirements.
  • Takes corrective action to meet all regulatory requirements immediately if water chemistry is non‑compliant.
  • Assists in leading the creation of the organization structure and processes required to fully execute the requirements of services.
  • Maintains a log of operations and records for in‑process tracking of plant output characteristics.
  • Prepares reports on plant operations, compliance, and incidents, including the Monthly Operating Records (MOR) report.
  • Ensures safe operation by having on‑site staffing of Class C or higher operators 24 hours/day, 7 days/week.
Basic Qualifications
  • US Citizen.
  • Must possess or have received through reciprocity a current/valid operator’s certificate equivalent to an FDEP Class A or

    B.
  • Minimum of five (5) years of experience in the operation, maintenance, inspection, and repair of water wells, disinfection systems, and equipment for water supply, treatment, and distribution systems.
  • Bachelor’s in Environmental Engineering, Civil Engineering, or Environmental Science.
  • Minimum of a Class II wastewater treatment plant operator certification or equivalent.
