Position Summary / Objective

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This position supports NSWCPD Code 316, which is responsible for the Planned Maintenance System (PMS)/Class Maintenance Plan (CMP), Reliability Centered Maintenance (RCM) and PMS Service Request (PSRs), review of New Construction PMS Contract Deliverables, and PMS update and development for in-service, modernization, new construction, and land-based engineering test site maintenance documents.

  • Review Engineering and technical documentation to determine compliance with engineering standards, technical accuracy, and adequacy in relation to functional, operational, and technical requirements.
  • Perform engineering analysis, reviews, studies and provide recommendations related to the development, interoperability, integration, operations, and use of Maintenance Standards during system, subsystem, and equipment maintenance.
  • Collaborate with the customer and various organizations, offering in-depth research and data analysis to improve engineering documentation and provide informed technical feedback.
  • Assist in reviewing, tracking, and analyzing Fleet feedback (e.g., Maintenance Index Pages (MIPs), Maintenance Requirement Cards (MRCs), LARS, TFBRs, and LARs) related to machinery systems.
  • Support engineering teams in updating PMS documentation based on in-service reliability and maintenance data.
  • Provide technical input for the development and modification of Integrated Logistics Support (ILS) products, including technical manuals, maintenance plans, and provisioning documentation.
  • Use Navy databases and tracking tools (e.g., CDMD-OA, SKED, OMMS-NG, TDMIS) to retrieve and validate logistics and maintenance data.
  • Participate in Failure Review Boards, Technical Feedback Reviews, and support the analysis of failure trends.
  • Draft reports and documentation related to PMS changes, logistics deficiencies, or process improvements.
  • Collaborate with engineers, logisticians, and program office staff to address shipboard maintenance and support issues.
  • Provide administrative functions for program efforts in special situations including, but not limited to meetings, and preparing/maintaining history files.
